1. The 2006 Spring European Council[1] outlined the twin challenges which Europe’s education and training systems face when it concluded that they are critical factors to develop the EU’s long-term potential for competitiveness as well as for social cohesion.

The objective of the Decision, based on Article 127 of the Maastricht Treaty, is twofold : To define the content as well as general quality principles common to the European pathways, when such training periods are integrated in the training schemes of the trainee's country of origin; To provide a better transparency and a better visibility to these European pathways, by launching the Europass-Training, which records and acknowledges the training or work period accomplished by the beneficiary in another Member country.

1 On 29 October 1993 the Representatives of the Governments of the Member States decided that a Translation Centre would be established alongside the Commission's translation departments located in Luxembourg to provide translation services for the operation of the following agencies and departments: - the European Environment Agency and the European environment information and observation network; - the European Training Foundation; - the Office for Veterinary and Plant-Health Inspection and Control; - the European Monitoring Centre for Drugs and Drug Addiction; - the European Medicines Evaluation Agency; - the Agency for Health and Safety at Work; - the Office for Harmonization in the Internal Market (trade marks, designs and models; - Europol and the Europol Drugs Unit. Concentrating the capacity required to meet the multilingual communication needs of a number of agencies spread across the territory of the Union in a single autonomous and specialized centre should ensure the most efficient use of resources, reduce downtime and avoid the duplication of logistic support services such as terminology, documentation, libraries, and information and telecommunication services. This Joint Opinion should be viewed on two separate planes: - firstly, it sets out and expresses the progress achieved in forming a common view shared by sub-sectoral organizations as to the general principles concerning the importance of education and training in the challenges facing Europe; - secondly, it defines common guidelines to be adopted by European management and labour in promoting quality education and training systems.
