TRADUCTIONS EN CONTEXTE

Compte tenu des ressources limitées disponibles, l’UE devra concentrer ses moyens de cofinancement au titre du budget RTE sur les tronçons transfrontaliers critiques et les autres principaux goulets d’étranglement des projets prioritaires. En outre, les États membres devraient optimiser l’utilisation des Fonds structurels et de cohésion pour soutenir le financement d’infrastructures de transport. Les fonds de l’UE se concentreront sur les projets qui offrent la plus grande valeur ajoutée à l’Europe et pour lesquels une collaboration active avec les autorités nationales et d’autres bailleurs de fonds est garantie. Des actions visant à assurer l’interopérabilité et des études de faisabilité de grande ampleur seront financées dans toute l’Union. Le programme Marco Polo, doté d’un budget de 450 millions d’euros jusqu’en 2013, contribuera directement à offrir aux opérateurs de transport des solutions de rechange exploitant d’autres modes de transport sur les axes saturés.
Considering the limited resources available, the EU will need to focus its co-financing from the TENs budget on the critical border crossing sections and the other main bottlenecks on the priority projects. Moreover, Member States should optimise the use of the EU Structural and Cohesion Funds to support the financing of transport infrastructure. EU funds will be concentrated on those projects which offer the greatest added value for Europe and where active collaboration with national and other financing organisations is guaranteed. Interoperability actions and major feasibility studies shall be financed throughout the Union. The Marco Polo programme, with a budget of € 450 million until 2013, will contribute directly to offering alternatives in other modes of transport to operators on congested roads.

À partir du 1er janvier 2017, les ressources transférées au titre du MIE et non engagées dans un projet d'infrastructure de transport, sont mises à la disposition de tous les États membres éligibles au Fonds de cohésion pour financer des projets d'infrastructure de transport conformément au règlement (UE) no 1316/2013.

(3a) In order to accelerate the development of infrastructure in transport across the Union, the Cohesion Fund should support transport infrastructure projects of European added value provided for by Regulation (EU) No [...]/2013 of the European Parliament and of the Council of [...] establishing the Connecting Europe Facility (hereinafter referred to as the "CEF Regulation"), for a total amount of EUR XXX. 3. Calls on the Commission to take into account the role that cohesion policy plays in developing transport infrastructure by prioritising networks and not merely stand-alone projects; takes the view that networks should be based on a socio-economic analysis which takes into account demand and traffic flow as well as social and territorial aspects; considers that use of Intelligent Transport Systems contributes to the development of transport infrastructures in terms of safety, sustainability and efficiency; asks that transport projects co-financed from the Structural Funds and Cohesion Fund be oriented towards pursuing the goal of balanced development and achieving greater territorial cohesion and calls for a better coordination between Community Funds and national funds;

Ont également été mis en exergue la nécessité de mettre sur pied un système de tarifs en fonction de l’utilisation des infrastructures de transport, la nécessité d’établir des mécanismes homogènes pour le calcul des coûts de chaque mode de transport et permettre ainsi une comparaison entre les États membres, ainsi que la nécessité de doter les gouvernements d’instruments de politique des transports fondés sur le coût des infrastructures afin de stimuler l’utilisation de modes de transport ayant un impact moindre sur l’environnement et surtout de permettre de nouveaux investissements en matière d’infrastructure et, à l’avenir, de mener à bien la mise en œuvre totale des principaux projets d’infrastructure pour les réseaux transeuropéens de transport qui sont également confrontés à des problèmes de couverture financière.
Also highlighted was the need, in any case, to create a system of tariffs tallying with transport infrastructure use; the need to establish homogenous mechanisms for calculating the costs of each mode of transport and clearly comparing the Member States; and, finally, the need, to equip governments with transport policy instruments based on infrastructure costs so as to encourage the use of transport modes with less environmental impact and, above all, to allow for new investments in infrastructure and, in future, to complete the plan for fully implementing the major infrastructure projects for the trans-European transport networks that are also suffering from problems of financial cover.
