F. whereas the protests on the Maidan started as pro-EU demonstrations but their focus later switched to more domestic issues – corruption, the economic crisis, distrust in politics and disillusionment with the political system of Ukraine; whereas on the other hand the Ukranian oligarchs, who opposed the policy of President Yanukovych, used these protests for their own interests; whereas Ukrainian oligarchs created, own and finance media holdings and NGOs, including Hromadske.tv, the Channel 5 television station and the NGO Centre UA, which was founded by Oleh Rybachuk and which strongly influenced the developments on the Maidan; whereas foreign actors, American tycoons – such as Soros and Omidyar – and foreign foundations, such as the National Endowment for Democracy, financed the protests; whereas foreign donations also came from state actors, including the Dutch embassy; whereas these facts show that the protests on the Maidan were not only an expression of citizens’ protest against state policies and the situation in the country;

4. UNE STRUCTURE EQUILIBREE DU MARCHE audiovisuel européen doit être recherchée notamment par l'adoption de la proposition de directive "télévision sans frontières" visant à encadrer l'activité industrielle et financière du secteur de la radiodiffusion et à favoriser la liberté d'accès des citoyens européens aux programmes; il est par ailleurs hautement souhaitable que la directive communautaire soit élargie, selon ses modalités propres, par l'entrée en vigueur de la Convention proposée par le Conseil de l'Europe. 5. POUR ASSURER L'ASSOCIATION DES PROFESSIONNELS du secteur audiovisuel au niveau européen dans tous leurs domaines de compétence et à toutes les phases des initiatives les concernant, le projet de création d'une Fondation européenne de l'audiovisuel engagé par la Commission dans le cadre de l'Année Européenne du Cinéma et de la Télévision, constitue une structure d'accueil indispensable dans laquelle pourraient s'insérer d'autres projets et initiatives répondant à ce même souci et à cette même exigence.
4. A BALANCED STRUCTURE FOR THE EUROPEAN AUDIOVISUAL MARKET must be sought, in particular by adopting the "television without frontiers" Directive, which is meant to support the industrial and financial activity of the broadcasting sector and promote the access to programmes of the general European public. It is also highly desirable that the Directive be broadened, in line with its own procedures, by the coming into force of the Conventions proposed by the Council of Europe. 5. TO ENSURE THE INVOLVEMENT OF PROFESSIONALS of the audiovisual sector at European level in all their fields and in all phases of the initiatives affecting them, the project for setting up a European Audiovisual Foundation launched by the Commission as part of European Cinema and Television Year, constitutes an essential framework into which other projetcs and initiatives responding to this concern and this demand could be inserted.
