1. The communication presented by the Commission is the result, in the Commission's own words, of 'an extensive survey in order to gain a better knowledge of the sector and to identify issues to be addressed'. This survey, referred to in Annex I of the communication, aims to discover the role played by voluntary organizations and foundations in fields ranging from social services, education and research, development and housing, culture and recreation, international activities, civil rights, health, philanthropy and voluntarism and the environment to those of business and professional voluntary organizations. It follows that this is a growing sector from the point of view of its assets and employment opportunities and the geographical extent of its activities.
