38. Considers that the existing Operation Centre, though constituting a welcome first step, falls short of requirements and of the level of ambition of a permanent OHQ and that it must instead be made permanent and put in a position to manage larger missions, that it must be granted adequate staff resources and operational infrastructure and that the unreliability of the EU's communications and information systems infrastructure must be dealt with, the main reason for which is that there is no permanent command and control (C2) structure (and relevant legal framework), a fact which can also adversely affect situational awareness; advocates co-location of the military OHQ with the civilian HQ, in order to allow the whole range of military and civilian operations to be carried out, exploiting potential synergistic effects to the full while respecting the distinctive civilian and military chains of command and the different decision-making procedures and financing arrangements;

34. se félicite de l'élaboration du concept d'unités de police intégrées (UPI), à savoir de forces polyvalentes, rapidement déployables, flexibles et interopérables, capables d'accomplir des tâches exécutives de maintien de l'ordre, et qui, à certaines conditions, peuvent être également déployées dans le cadre d'une opération militaire et sous commandement militaire; prend note du succès de l'application de ce concept en Bosnie-et-Herzégovine dans le cadre de l'EUFOR Althea et au Kosovo au sein de la mission EULEX; souligne la nécessité de ces unités qui sont particulièrement bien adaptées pour intervenir dans des situations non stabilisées et en particulier lors des périodes de transition où il faut passer d'un commandement militaire à un commandement civil; recommande aux États membres d'investir dans le développement de ces capacités;

Welcomes the development of the concept of Integrated Police Units (IPUs), i.e. robust, rapidly deployable, flexible and interoperable forces able to perform executive law-enforcement tasks, which, in certain circumstances, can also be deployed as part of a military operation and under military command; notes the successful application of this concept in Bosnia and Herzegovina as part of EUFOR Althea and in Kosovo within EULEX; highlights the need for such units, which are especially well-suited to intervening in non-stabilised situations and in particular during the transition from military to civilian command; recommends that Member States invest in the development of such capabilities;
