Ms. Sarmite Bulte (Parkdale—High Park, Lib.): Mr. Speaker, pursuant to Standing Order 34, I have the honour to present to the House, in both official languages, reports from the Canadian branch of the Commonwealth Parliamentary Association concerning the following three meetings: 38th Commonwealth Parliamentary Conference, which was held from August 7 to 13, 1999 in Quebec City; the 45th Commonwealth Parliamentary Conference, which was held from September 18 to 23, 1999 in Trinidad and Tobago; and the 11th seminar of the Commonwealth Parliamentary Association which was held in Malta from May 27 to June 3, 1999.

Ms. Sarmite Bulte (Parliamentary Secretary to Minister of Canadian Heritage, Lib.): Mr. Speaker, pursuant to Standing Order 34, I have the honour to present to the House reports from the Canadian branch of the Commonwealth Parliamentary Association concerning the 46th Commonwealth Parliamentary Conference, which was held in London and Edinburgh from September 20 to September 29; the 12th Commonwealth Parliamentary Seminar, which was held in Bermuda from October 14 to October 22; and the 23rd Canadian Regional Seminar which was held in Halifax, Nova Scotia, from October 19 to October 26, 2000.

Supports the idea of many women parliamentarians in these countries that women’s rights and gender equality and the active participation of women in political, economic and social life by enhancing their skills and combating discrimination could better be promoted and implemented in legislation with the establishment of a women’s caucus or a special parliamentary gender equality committee, where one does not yet exist, to deal with the issue and ensure gender mainstreaming in parliamentary work;

41. demande que les politiques de lutte contre les discriminations soient renforcées et mises en œuvre de manière efficace, et que davantage d'efforts soient déployés pour protéger les droits des femmes et des enfants ainsi que ceux des personnes handicapées; salue le rôle actif et efficace du club des femmes parlementaires, mais s'inquiète du fait que la participation des femmes à la vie politique reste faible à l'échelle locale; considère qu'il faut améliorer et mettre en œuvre les programmes d'enseignement visant à associer les femmes à la vie civile et politique; appelle à faire davantage d'efforts pour sortir les personnes handicapées des institutions spécialisées; salue la ratification parlementaire, le 7 décembre 2011, de la Convention des Nations unies relative aux droits des personnes handicapées;
41. Calls for the strengthening of anti-discrimination policies and the effective implementation thereof, including more efforts to protect the rights of women and children, as well as those of disabled people; welcomes the active and effective role of the Parliamentary Women's Club, but is concerned by still low participation of women in political life at local level, and considers that education programmes aimed at involving women in civil and political life should be enhanced and implemented; calls for further efforts to deinstitutionalise disabled people; welcomes the parliamentary ratification of the UN Convention on the Rights of Persons with Disabilities on 7 December 2011;

25. préconise que sa commission compétente établisse et soutienne une coopération permanente et régulière entre femmes parlementaires du monde entier; demande que des ressources soient mises à disposition pour que le Forum des femmes de l'Assemblée parlementaire paritaire ACP-UE et les enceintes similaires d'autres assemblées parlementaires auxquelles l'Union européenne participe puissent se réunir et prendre des initiatives communes;
25. Recommends that its competent committee establish and support permanent and regular cooperation between female Parliamentarians from all over the world; calls for resources to be provided so that the Women's Forum under the ACP-EU Joint Parliamentary Assembly, and similar "fora" in other Parliamentary Asssemblies in which the EU participates, may take place and conduct joint initiatives;

In a recently published survey, the International Parliamentary Union (IPU) highlights that out of the 43, 961 members of parliaments worldwide (lower house and upper house combined), only 16.4% are women (i.e. 7,195). Scandinavian countries have the most MPs (40%), then the Americas (19,6%) and Europe (OSCE countries, excluding Scandinavian countries) for an average of 16,9 %, slightly above sub-Saharan African (16,4%), Asia (16.3%) the Pacific (12%°) and the Arab States where only 8.3% of elected MPs are women.
