The aim of the common framework of objectives is to contribute to the achievement of the objectives of Article 127 of the Treaty by pursuing a series of objectives such as: - improving the quality and innovation capacity of Member States' vocational training systems and arrangements; - developing the European dimension in vocational training and vocational guidance; - promoting lifelong training so as to encourage ongoing adaptation of skills to meet the needs of workers and undertakings, contribute to reducing unemployment and facilitate personal development; - giving all young people in the Community who so wish the possibility of one or, if possible, two or more years of initial vocational training after their full-time compulsory education, leading to a vocational qualification recognized by the competent authorities in the Member State in which it is obtained; - encouraging specific vocational training measures for adults without adequate vocational qualifications, in particular adults without adequate education; - promoting equality of access to initial and continuing training for persons disadvantaged by socio-economic, geographical or ethnic factors or by physical or mental disabilities; special attention must be given to persons affected by several risk factors likely to cause their social and economic exclusion; - supporting vocational training policies in such a way that all workers in the Community have access to continuing vocational training throughout their working life without any discrimination; - promoting equality of opportunity as regards access for men and women to vocational training and their effective participation therein, in particular so as to open up new areas of work to them and encourage them to return to work after a career break; - supporting activities aimed at developing linguistic skills as part of vocational training measures; - promoting the development of vocational guidance facilities with a view to providing every in ...

Le Conseil souligne l'importance des politiques de formation professionnelle des jeunes établies selon les principes généraux indiqués ci-dessus et estime que les politiques des Etats membres devraient viser les objectifs suivants, en tenant compte des systèmes et des traditions existant au niveau national : a) promouvoir l'investissement dans des formations professionnelles visant spécifiquement à l'acquisition de qualifications utiles, reconnues ou validées ; b) promouvoir des liens étroits entre la formation professionnelle acquise à l'école et la formation professionnelle acquise dans l'entreprise, car des programmes cohérents de formation professionnelle dans les écoles et les entreprises sont propres à garantir une formation et des qualifications utiles ; c) améliorer les possibilités pour les jeunes et les adultes défavorisés de tirer profit, le cas échéant, de formations professionnelles pratiques, actualisées et reconnues, qui augmentent leurs chances d'accéder au marché du travail ; d) développer la coopération entre les autorités nationales et locales, le patronat, les syndicats, les entreprises et d'autres parties en conformité avec la pratique nationale, pour la mise à jour générale des qualifications, en particulier en ce qui concerne les initiatives destinées à améliorer l'offre de formation continue ; e) inclure des cours généraux dans le système orienté vers la formation professionnelle, de manière à répondre aux besoins plus larges de qualification qui se manifesteront à l'avenir et à accroître la mobilité de la main-d'oeuvre ; f) améliorer la qualité de la formation professionnelle, en améliorant spécialement la formation des enseignants ; g) renforcer les systèmes de formation professionnelle grâce à une amélioration des services d'orientation, afin d'accroître la prise de conscience et la motivation de chacun ; h) intensifier l'innovation et la recherche appliquée en vue de contribuer à la modernisation, à la capacité d'adaptation et à ...
6. The Council emphasizes the importance of vocational education and training policies along the lines indicated above and agrees that Member States' policies should include the following aims, in line with national systems and traditions: (a) promoting investment in vocational education and training which will specifically lead to relevant, recognized or validated qualifications; (b) developing close links between school-based and enterprise-based vocational training, as coherent vocational education and training programmes in schools and enterprises are well calculated to ensure relevant training and qualifications; (c) providing better opportunities for disadvantaged young people and adults, where appropriate, to take advantage of recognized up-to- date practical vocational training, which will improve their chances of joining the labour market; (d) developing co-operation between the national and local authorities, employers and unions, enterprises and others, in accordance with national practice, on the overall updating of qualifications and specifically on initiatives designed to increase further training offers; (e) including broad-based general subjects in the vocationally-oriented training system, for the purpose of fulfilling the broader qualification requirements of the future and strengthening the mobility of the workforce; (f) improving the quality of vocational education and training, especially by improving training of trainers; (g) strengthening vocational education systems through improved guidance services, with a view to enhancing the awareness and motivation of individuals; (h) strengthening innovation and applied research, with a view to supporting modernization, adaptability and quality in vocational education and training; (i) strengthening the European dimension in initial and continuing training, in order to facilitate the mobility of young people and adults within the single market.

En particulier, le Conseil invite la Commission : a) à oeuvrer pour une plus grande cohérence, au niveau communautaire, entre les programmes de formation professionnelle et d'autres politiques qui soutiennent les efforts des Etats membres dans ce domaine ; b) à promouvoir le développement de la coopération européenne en matière de qualifications conformément à la résolution du Conseil du 3 décembre 1992 concernant la transparence des qualifications ; c) à renforcer la coopération transnationale en recensant les possibilités pour les élèves et personnes en formation de suivre tout ou partie d'une formation reconnue dans un autre Etat membre, lorsque cela contribue à leurs objectifs de formation, ainsi qu'en multipliant les possibilités d'échange pour les formateurs et les programmateurs du système de formation professionnelle ; d) à renforcer les initiatives transnationales visant à promouvoir les échanges d'informations et le niveau des connaissances en matière de l'enseignement et la formation professionnelle, afin d'accroître la transparence des qualifications et de faciliter la mobilité de la main-d'oeuvre à l'intérieur de la Communauté ; e) à intensifier le transfert d'innovation et le développement de la recherche appliquée en vue de contribuer à la modernisation, à la capacité d'adaptation et à la qualité de la formation professionnelle ; f) à tenir compte de la présente résolution dans ses propositions relatives au réexamen et à la coordination des programmes communautaires de formation, ainsi que des réponses des Etats membres à son mémorandum sur la formation professionnelle dans les années 1990, et de la discussion du Conseil sur les lignes directrices de la Commission concernant l'enseignement et la formation professionnelles.
More specifically, the Council invites the Commission: (a) to work towards greater coherence at Community level between vocational education and training programmes and other policies which support Member States' efforts in this field; (b) to promote the development of European co-operation on qualifications, in line with the Council Resolution of 3 December 1992 on transparency of qualifications; (c) to strengthen transnational co-operation by reviewing the possibilities for students and trainees to undertake recognized training courses, or part of them, in another Member State, where this is relevant to their training goals, as well as increasing exchange opportunities for educators and planners in the vocational training system; (d) to intensify transnational initiatives designed to promote information exchanges and the level of knowledge in the field of vocational education and training, with a view to enhancing the transparency of qualifications and facilitating the mobility of the workforce within the Community; (e) to promote the transfer of innovation and the development of applied research with a view to supporting modernization, adaptability and quality in vocational education and training; (f) to take account of this Resolution in its proposals for reviewing and co-ordinating Community education and training programmes, alongside the responses of the Member States to its memorandum on vocational training in the 1990s, and the Council discussion on the Commission guidelines for education and vocational training.
