Therefore, what the Heads of State or Government are going to do on Friday is to present, set out and agree the will of the 15 other Member States in the euro area for Greece to receive this aid, these loans, once its Government has adopted a stringent programme of economic and financial adjustments.

The main reasons are: the higher financial risk in respect of financial services and immovable property (as compared to other goods and services); the particular inexperience of consumers in these areas (combined with a lack of transparency, in particular of financial operations); particular vulnerabilities found in both sectors that make consumers susceptible to both promotional practices and pressure; the experience of the competent financial enforcement bodies with a nationally grown system; and finally the functioning and the stability of the financial markets as such.

Par la suite en 2002, sur mandat du Conseil Ecofin, le Comité économique et financier a préparé un rapport sur la réglementation, la supervision et la stabilité financière proposant pour l'ensemble des secteurs financiers (et non plus seulement pour les valeurs mobilières) une généralisation du processus Lamfalussy avec, en particulier, la création de comités consultatifs et réglementaires dans le domaine des banques et des assurances ainsi que la création, à l'intérieur du Comité économique et financier, d'un Comité des services financiers chargé de suivre l'évolution générale des marchés financiers.
Subsequently in 2002, at the request of the Ecofin Council, the Economic and Finance Committee prepared a report on financial regulation, supervision and stability, proposing that the Lamfalussy process be extended to all financial sectors and no longer limited only to securities, with in particular the setting up of advisory and regulatory committees in the areas of banking and insurance and the setting up within the Economic and Finance Committee of a financial services committee responsible for monitoring general developments on financial markets.

In this regard, as I announced on 7 January to the Committee on Economic and Monetary Affairs, at the end of January in the Eurogroup there was an initial analysis of the policy mix with a report both by the European Central Bank and by the Commission and the Committee on Economic and Monetary Affairs, which concluded that, at the present time, the orientation of macroeconomic policies – both monetary and budgetary – in Europe, is suited to the needs of the European economic cycle and the Spanish Presidency intends to hold another specific debate on policy mix before the end of June.

Recalls the concern expressed in its resolution of 14 July 1998 on the Commission communication on the detailed provosions concerning the composition of the Economic and Financial Committee accompanied by a proposal for a Council decision on the detailed provisions concerning the composition of the Economic and Financial Committee (COM(1998) 110 - C4-0222/1998 ) that the efficiency of the Economic Policy Committee and Economic and Financial Committee should be enhanced by streamlining their organisation and responsibilities, to ensure that greater account is taken of structural questions with a view to coordinating economic policies and mapping out common medium-term strategies;
