Deux options législatives ont fait l'objet d'un examen détaillé: (Option 1 - assurer la gestion en se fondant sur le règlement de base, et Option 2 - établir un plan pluriannuel unique pour les pêcheries mixtes).
Two legislative options were examined in detail: (Option 1 - to manage using the Basic Regulation and Option 2 - to establish a single mixed fishery multi-annual plan).

We will continue our work across the 10 priorities through 21 new initiatives: (1) to boost jobs, growth and investment we will propose a Youth Initiative, an Action Plan on the implementation of the Circular Economy and a new Multi-annual financial framework; (2) we will carry out a mid-term review of the Digital Single Market; (3) we will implement the Energy Union Strategy with work on low-emission vehicles and mobility; (4) we will build a deeper and fairer internal market by implementing the Single Market Strategy, Space Strategy for Europe and Capital Markets Union Action Plan and making proposals for Fairer taxation of companies; (5) we will present ideas for the reform of the EU at 27 and the strengthening of the Economic and Monetary Union and we will propose a European Pillar of Social Rights; (6) we will implement the Trade for All Strategy and pursue trade negotiations with our partners while strengthening our trade defence instruments; (7) we will continue to pursue a Security Union to fight terrorism and will align the rules on the protection of personal data and privacy; (8) we will deliver on the European Agenda on Migration; (9) to strengthen Europe's role as a global actor, we will present a European Defence Action Plan including a European Defence Fund, and the Commission and the High Representative will adopt an EU Strategy for Syria and implement the EU Global Strategy and Africa-EU Partnership; (10) we will adapt existing laws to the Treaty provisions on delegated and implementing acts and will assess the democratic legitimacy of existing procedures for adopting certain secondary EU acts.

Nous demandons instamment à la Commission d’entamer, dès que possible, des consultations avec tous les pays qui bordent le Danube, et que la stratégie pour le Danube soit accompagnée d’un plan d’action et d’un programme opérationnel pluriannuel mis en œuvre avec les États participants, sur la base du modèle de la stratégie pour la région de la mer Baltique.
We urge the Commission to initiate consultations as soon as possible with all the countries bordering the Danube, and for the Danube Strategy to be accompanied by an action plan and multiannual operational programme implemented along with the participating states, based on the model for the Strategy for the Baltic Sea Region.

32. invite la Commission à proposer un plan financier et de gouvernance à long terme fondé sur l'examen de toutes les options possibles et à définir une organisation opérationnelle assurant la bonne gestion du programme et la fourniture des données des services afin de perpétuer le succès actuel du programme et de réaliser son objectif consistant à être pleinement opérationnel à partir de 2014; est d'avis que cette démarche devrait aller de pair avec une politique européenne commune en matière d'information permettant de garantir un accès effectif et libre aux données existantes et leur disponibilité; estime important de définir les accords à mettre en place avec les agences nationales afin de maximiser l'interopérabilité, la continuité et la gouvernance du système; considère nécessaire d'assurer la distinction entre, d'une part, l'utilisation scientifique et l'utilisation commerciale et, d'autre part, entre les activités de développement menées par l'ESA et les activités de déploiement, les opérations et les évolutions des systèmes qui imposent des structures européennes et des compétences spécifiques;
32. Calls on the Commission to propose a long-term governance and financing plan based on the examination of all possible options and to establish an operational organisation securing the proper management and the provision of data from the services in order to perpetuate the current success of the programme and to achieve its objective of being fully operational as from 2014; takes the view that this should be coupled with a common European data policy to ensure open access and availability of existing data; believes it is important to establish the agreements to be put in place with national agencies in order to maximise the interoperability, continuity and governance of the system; considers it necessary to ensure that distinctions are made on the one hand between scientific use and commercial use and on the other between the ESA's development activities and the deployment, operations and systems development activities which require European structures and specific competences;

4. rappelle que dans la déclaration conjointe sur le financement des programmes européens de navigation par satellite faisant suite à l'accord du 23 novembre 2007 sur la question, le Parlement européen et le Conseil ont confirmé que l'estimation du montant total nécessaire à la pleine capacité fonctionnelle du projet de navigation par satellite Galileo était de 3 400 000 000 EUR pour la période 2007-2013 et déclaré que ce montant ne devait pas dépasser la durée du cadre financier 2007-2013; se dit toutefois convaincu que, dans le cadre financier actuel, ces estimations sont insuffisantes pour mettre en place un service opérationnel efficace et compétitif et rattraper le retard technologique d'ici 2013; regrette par conséquent que dans son examen à mi-parcours de janvier 2011, la Commission n'ait pas proposé de financement supplémentaire pour les programmes de navigation par satellite pour la période allant jusque 2013, ce qui pourrait entraîner des retards inacceptables dans leur achèvement; souligne que si des moyens financiers supplémentaires s'avéraient indispensables au cours de cette période, il ne saurait être question ni de redéployer les programmes pluriannuels actuels ni de réduire encore les crédits de la rubrique 1a, notamment ceux du 7 programme-cadre;
4. Recalls that in the joint statement on the financing of the European GNSS programmes following the relevant agreement of 23 November 2007, Parliament and the Council confirmed that the estimated total amount needed for Full Operational Capability of the GNSS Galileo project is EUR 3 400 million for the 2007-2013 period, and declared that this amount should not be exceeded for the duration of the 2007-2013 financial framework; is convinced, however, that these estimates in the current financial framework are inadequate for bringing an efficient, competitive service into operation and ensuring the necessary technological linkage by 2013; deplores the fact, therefore, that in its January 2011 mid-term review the Commission did not propose any additional funding for the GNSS programmes for the period up to 2013, which may lead to unacceptable delays in their completion; points out that, should extra funds be needed during this period, redeployment from current multiannual programmes cannot be seen as a viable option, and that further reductions under Heading 1a, in particular concerning the 7th Framework Programme, are unacceptable;

6. invite instamment l'Agence à mettre en place une structure par activités pour le budget opérationnel afin d'établir un lien clair entre le programme de travail et les prévisions financières et d'améliorer le suivi de la performance et l'établissement de rapports en la matière; souligne que l'Agence élabore chaque année, en concertation avec toutes les parties concernées, un plan pluriannuel dans lequel le budget par activités est présenté et qui est approuvé par le conseil d'administration; partage l'avis de la Cour des comptes selon lequel la structure du budget opérationnel de l'Agence (titre III) reste toutefois fondée sur les intrants et les modifications apportées au budget n'ont donné lieu à aucune mise à jour du programme de travail, même lorsqu'elles avaient une incidence significative sur l'affectation des ressources humaines et financières;

Urges the Agency to implement an activity-based structure for the operational budget in order to establish a clear link between the work programme and the financial forecasts and improve performance monitoring and reporting; notes that the Agency prepares a multiannual plan every year, discussed with all stakeholders and approved by the Management Board, in which the budget per activity is presented; acknowledges the view of the Court of Auditors that the structure of the Agency's operational budget (Title III) remained partially input-related and that the budget amendments were made without updating the work programme, even when they had a significant impact on the allocation of human and financial resources;
