La procédure d’examen ne s’applique pas aux modifications non substantielles du DPDD ayant pour objet des adaptations techniques, la réaffectation de fonds à l’intérieur des dotations indicatives par domaine prioritaire, ou l’augmentation ou la baisse du montant de la dotation indicative initiale de moins de 20 %, pour autant que ces modifications n’affectent pas les domaines prioritaires ni les objectifs arrêtés dans le DPDD.
The examination procedure shall not apply to non-substantial modifications to the PDSD, such as technical adjustments, reassigning funds within the indicative allocations per priority area, or increasing or decreasing the size of the initial indicative allocation by less than 20 %, provided that those modifications do not affect the priority areas and objectives set out in the PDSD.

5. La procédure d'examen visée à l'article 16, paragraphe 3, du règlement (UE) no 236/2014 ne s'applique pas aux modifications non substantielles ou aux adaptations techniques apportées aux documents de stratégie thématiques et aux programmes indicatifs pluriannuels, en vertu desquels des fonds sont réaffectés au sein des dotations financières indicatives par domaine prioritaire ou le montant de la dotation financière indicative initiale est augmenté ou diminué de 20 % au plus mais pour un montant ne dépassant pas 10 000 000 EUR, pour autant que ces modifications ou adaptations techniques n'affectent pas les domaines prioritaires ni les objectifs arrêtés dans ces documents.
5. The examination procedure referred to in Article 16(3) of Regulation (EU) No 236/2014 shall not apply to non-substantial modifications or technical adjustments to thematic strategy papers and multiannual indicative programmes pursuant to which funds are reassigned within the indicative financial allocations per priority area, or the size of the initial indicative financial allocation is increased or decreased by not more than 20 % but by an amount not exceeding EUR 10 000 000, provided that such modifications or technical adjustments do not affect the priority areas and objectives set out in those documents.

(10) considérant que l'article 93, paragraphe 1, du traité fait obligation à la Commission de procéder avec les États membres à l'examen permanent de tous les régimes d'aides existants; qu'il est souhaitable à cet effet, et dans le souci d'assurer le niveau de transparence le plus élevé possible ainsi qu'un contrôle approprié, que la Commission veille à l'instauration d'un système fiable d'enregistrement et de compilation des informations relatives à l'application des règlements qu'elle arrête, auxquelles tous les États membres aient accès, et reçoive toutes les informations nécessaires des États membres sur la mise en oeuvre des aides exemptées de l'obligation de notification, susceptibles de faire l'objet d'un examen et d'une évaluation avec les États membres au sein d'un comité consultatif; qu'il est également souhaitable, à cet effet, que la Commission puisse exiger la fourniture de ces informations dans la mesure nécessaire pour garantir l'efficacité de cet examen;
(10) Whereas in accordance with Article 93(1) of the Treaty the Commission is under an obligation, in cooperation with Member States, to keep under constant review all systems of existing aid; whereas for this purpose and in order to ensure the largest possible degree of transparency and adequate control it is desirable that the Commission ensures the establishment of a reliable system of recording and storing information about the application of the regulations it adopts, to which all Member States have access, and that it receives all necessary information from the Member States on the implementation of aid exempted from notification to fulfil this obligation, which may be examined and evaluated with the Member States within the Advisory Committee; whereas for this purpose it is also desirable that the Commission may require such information to be supplied as is necessary to ensure the efficiency of such review;
