Therefore, Her Excellency the Governor General in Council, on the recommendation of the Minister of National Revenue, pursuant to subsection 17(1) of the Canada Post Corporation ActFootnote , is pleased hereby to approve the annexed Regulations respecting mailable matter bearing no postage or insufficient postage, made by the Canada Post Corporation, effective September 1, 1985.

(b) subject to subsection (1.1), where the mail was posted in a country other than a country mentioned in paragraph (a) with postage thereon paid at the current rate of postage for letters in that country, whether or not the mail bears a return address or request for return, the mail shall be returned to an office of exchange of the country of origin; and
