As part of multilateral surveillance in accordance with Article 121(3) TFEU, the Council and the Commission shall monitor the implementation of convergence programmes, on the basis of information provided by Member States with a derogation and of assessments by the Commission and the Economic and Financial Committee, in particular with a view to identifying actual or expected significant divergences of the budgetary position from the medium-term budgetary objective, or from the appropriate adjustment path towards it.

Dans le cadre de la surveillance multilatérale visée à l’article 121, paragraphe 3, du traité sur le fonctionnement de l’Union européenne, le Conseil et la Commission suivent la mise en œuvre des programmes de stabilité sur la base d’informations fournies par les États membres participants et des évaluations effectuées par la Commission et par le comité économique et financier, notamment en vue d’identifier tout dérapage sensible, effectif ou prévisible, de la position budgétaire, par rapport à l’objectif budgétaire à moyen terme ou par rapport à la trajectoire d’ajustement en vue de la réalisation de cet objectif.

As part of multilateral surveillance in accordance with Article 121(3) TFEU, the Council and the Commission shall monitor the implementation of stability programmes, on the basis of information provided by participating Member States and of assessments by the Commission and the Economic and Financial Committee, in particular with a view to identifying actual or expected significant divergences of the budgetary position from the medium-term budgetary objective, or from the appropriate adjustment path towards it.

3. Si, au cours du suivi ultérieur, le Conseil constate que le dérapage de la position budgétaire par rapport à l'objectif budgétaire à moyen terme ou par rapport à la trajectoire d'ajustement qui doit conduire à la réalisation de cet objectif, ou le dérapage de l'évolution prévisible du ratio d'endettement de l'État persiste ou s'aggrave, il adresse, conformément à l'article 99, paragraphe 4, une recommandation à l'État membre concerné, l'invitant à prendre rapidement des mesures correctrices et peut, ainsi que le prévoit ledit article, rendre sa recommandation publique".

In the event that the Council in its subsequent monitoring judges that the divergence of the budgetary position from the medium-term budgetary objective, the adjustment path towards it or the expected path of the general government debt ratio is persisting or worsening, the Council shall, in accordance with Article 99(4), make a recommendation to the Member State concerned to take prompt corrective measures and may, as provided for in that Article, make its recommendation public".

2. Si le Conseil constate un dérapage significatif de la position budgétaire par rapport à l'objectif budgétaire à moyen terme ou par rapport à la trajectoire d'ajustement qui doit conduire à la réalisation de cet objectif, ou un dérapage significatif de l'évolution prévisible du ratio d'endettement de l'État, il adresse, conformément à l'article 99, paragraphe 4, une recommandation à l'État membre concerné, l'invitant à prendre les mesures d'ajustement nécessaires, et ce en vue de donner rapidement l'alerte pour empêcher l'apparition d'un déficit ou d'un ratio d'endettement excessif".

In the event that the Council identifies significant divergence of the budgetary position from the medium-term budgetary objective, the adjustment path towards it or the expected path of the general government debt ratio, it shall, with a view to giving early warning in order to prevent the occurrence of an excessive deficit or debt ratio, address, in accordance with Article 99(4), a recommendation to the Member State concerned to take the necessary adjustment measures".

3. So, if the Commission identifies a significant divergencefrom the medium-term budgetary objective or from the planned adjustments that should lead to achieving that objective, it will give recommendationsto the country concerned to prevent an excessive deficit (early warning mechanism, Article 121(4) of the Treaty on the Functioning of the EU).
