Bob Rae: With regard to the situation in Haiti following the recent earthquake: (a) at what meetings has the government participated where there were discussions concerning the promotion of effective leadership and good governance in Haiti; (b) what measures has the government undertaken to ensure that the money pledged to Haiti is getting delivered on the ground; (c) has the government looked into any other assistance programs besides direct economic aid to help the people of Haiti; and (d) what measures has the government taken to reopen the embassy in Haiti and restore consular services?

Suite à la communication du 7 juillet 2000 de la mission d'observation internationale de l'Organisation des Etats Américains (OEA) et dans la ligne des déclarations de la Présidence de l'Union du 12 juillet 2000 et du Conseil permanent de l'OEA du 13 juillet 2000, condamnant le non-respect de la loi électorale lors du calcul des résultats du premier tour des élections législatives en Haïti, le Conseil a approuvé le 2 août 2000 un projet de lettre adressé aux autorités de Haïti pour inviter ces dernières, conformément à l'article 96 de l'Accord de Cotonou, à tenir des consultations en vue d'examiner de façon approfondie la situation en Haïti et, le cas échéant, d'y remédier.
Further to the communication of 7 July 2000 from the international observer mission of the Organisation of American States (OAS) and in line with the declarations by the Presidency of the Union on 12 July 2000 and by the Permanent Council of the OAS on 13 July 2000, condemning the failure to respect electoral law during the counting for the first round of the elections in Haiti, on 2 August 2000 the Council approved a draft letter to the authorities of Haiti inviting them, in accordance with Article 96 of the Cotonou Agreement, to enter into consultations with a view to closely examining the situation in Haiti and, if necessary, remedying it.
