(30) Without prejudice to the political decision regarding Union agencies’ seats, to the desirability of geographical spread and to the objectives set by Member States as regards new agencies’ seats, as contained in the conclusions of the Representatives of the Member States, meeting at Head of State or Government level in Brussels on 13 December 2003, and recalled in the European Council conclusions of June 2008, objective criteria should be taken into account in the decision-making process for choosing a location for the Agency’s local offices.

2. Le secrétaire général prend toutes les mesures nécessaires pour faire en sorte que, lors du traitement ou du stockage des ICUE ou de toute autre information classifiée, la présente décision soit appliquée dans les locaux utilisés par le Conseil et au sein du SGC, y compris dans ses bureaux de liaison situés dans des pays tiers, par les fonctionnaires et autres agents du SGC, le personnel détaché auprès du SGC et les contractants du SGC.
2. The Secretary-General shall take all necessary measures to ensure that, when handling or storing EUCI or any other classified information, this Decision is applied in premises used by the Council and within the GSC, including in its liaison offices in third States, by GSC officials and other servants, by personnel seconded to the GSC and by GSC contractors.

Bien que l'agence en question ait installé des bureaux locaux à Saint-Pétersbourg (Russie) et Lvov (Ukraine), la plupart des décisions devaient être prises par ses services centraux et approuvées par les services de la Commission à Bruxelles.
Although the agency established local offices in St Petersburg (Russia) and Lvov (Ukraine), most decisions had to be taken at its headquarters and approved by the Commission services in Brussels.

5. déplore la décision du gouvernement de la RASHK de demander une interprétation de la loi fondamentale à la commission permanente de l'Assemblée nationale populaire considérant que ceci crée un précédent inquiétant qui semble autoriser la CPANP de donner des interprétations de la loi fondamentale chaque fois que les tribunaux locaux prennent des décisions que soit la Région Administrative Spéciale, soit les fonctionnaires continentaux désapprouvent; souligne que cet état de chose ne devrait pas se reproduire;
5. Regrets the decision of the HKSAR government to seek an interpretation of the Basic Law from the Standing Committee of the National People's Congress (NPCSC) and, believing that this has set a worrying precedent which appears to enable the NPCSC to issue intpretations of the Basic Law whenever the local courts make decisions of which either the SAR or mainland officials disapprove, stresses that there should not be a reoccurrence;

Many observers consider that this has created a worrying precedent, which appears to enable China to issue interpretations of the Basic Law whenever local courts make decisions of which either the Hong Kong Government or mainland politicians disapprove.
