N. considérant que certains États membres de l’Union européenne se lancent dans le commerce des armes avec l’Arabie saoudite et d’autres États du Golfe ce qui peut constituer une violation de la position commune de l’Union européenne sur le contrôle des exportations d’armes, qui prévoit, entre autres, les critères suivants pour les décisions d’octroi de licences des États membres en matière d’exportation d’armes classiques: le respect des droits de l'homme dans le pays de destination finale, ainsi que le respect par ce pays du droit humanitaire international; la situation intérieure dans le pays de destination finale – les États membres n'autoriseront pas les exportations susceptibles de provoquer ou de prolonger des conflits armés ou d'aggraver des tensions ou des conflits existants dans le pays de destination finale; et la préservation de la paix, de la sécurité et de la stabilité régionales;
N. whereas some EU Member States engage in arms trade with Saudi Arabia and other Gulf states that may be in violation of the EU Common Position on control of arms exports, which stipulates, inter alia, the following criteria for the Member States’ licensing decisions for the export of conventional arms: respect for human rights in the country of final destination, and respect by that country of international humanitarian law; the internal situation in the country of final destination – Member States should not allow exports that would provoke or prolong armed conflicts or aggravate existing tensions or conflicts in the country of final destination; and the preservation of regional peace, security and stability;

L’article 1er des décisions K (2011) 8831 final, C (2011) 8825 final, C (2011) 8828 final et K (2011) 8810 final de la Commission, du 6 décembre 2011, concernant des demandes de remboursement des droits antidumping acquittés sur les importations de certains compresseurs originaires de la République populaire de Chine, est annulé pour autant qu’il n’octroie pas à Einhell Germany AG, à Hans Einhell Nederlands BV, à Einhell France SAS et à Hans Einhell Österreich GmbH un remboursement des droits antidumping indûment acquittés au-delà des montants qui y sont mentionnés.

Underlines the need for an overarching political strategy to restore the European political order while ensuring full compliance with international law and commitments, as laid down in the Helsinki Final Act of 1975, based on respect for human rights, minority rights and fundamental freedoms, independence, sovereignty and the territorial integrity of states, inviolability of borders, equal rights and self-determination of peoples, and peaceful resolution of conflicts; notes that the Organisation for Security and Co-operation in Europe (OSCE), as the biggest regional organisation responsible for security, can play an important role in this regard and believes it should acquire a new impetus by taking on the role of mediator; supports the right of partners to make independent and sovereign choices on foreign and security policy, free from external pressure and coercion;

En parallèle, des contacts étroits ont été initiés par le groupe américain avec la Commission. En effet, le groupe a fourni des éléments d'information supplémentaires, sur base desquels l'OLAF a procédé à un réexamen ; le montant des droits finalement dus devait être réduit d'environ 81% comparativement au montant mentionné dans le rapport initial.
At the same time, the American group established close contacts with the Commission and provided further information which OLAF used as a basis for a review; the amount of duty finally payable was reduced by around 81% compared with the figure mentioned in the original report.

Ce rapport constituera un apport vraiment important au programme final que la Commission présentera. Pour conclure, je voudrais insister sur ma conviction que tout programme régional, si important soit son financement, ne saurait réussir et avoir les effets que nous recherchons tous que s’il est mis en œuvre dans le cadre des conventions internationales et de la déclaration de Pékin concernant le respect des droits de l’homme, en particulier des droits de la femme. Je le répète, car souvent, l’approche de la partie européenne est considérée comme paternaliste.
This report will provide a great deal of input into the final programme which the Commission presents but, in closing, I must stress that I believe that any regional programme, irrespective of how much funding it has, if it is not applied within the framework of international agreements – I repeat this because the approach on the European side is often considered paternalistic – so I repeat that this programme will only succeed and bring in the results we all hope for if it is applied within the framework of international agreements, the Beijing declaration on respect for human rights and respect for women's rights.
