The Commission therefore invites the Council to take note of the information set out in this Report and to endorse the further investigation, in conjunction with the Member States and other interested parties, into the appropriate mechanism for establishing Community jurisdiction in merger cases as well as other matters related thereto.

Recalls that credit rating agencies played a significant role in the build-up to the financial crisis through the assignment of faulty ratings to structured finance instruments which had to be downgraded; agrees with the principles set out by the Financial Stability Board in October 2010 giving general guidance on how to reduce reliance on external credit ratings, and calls on the Commission to take into due consideration the public consultation that ended in January 2011;

5. insiste pour que la coordination soit encore resserrée au niveau européen, de façon à offrir partout dans l'Union une garantie pour les dépôts et les éléments de passif des institutions à forte empreinte systémique; note que cette garantie à court terme doit aussi couvrir les prêts non garantis que se consentent les institutions réglementées de façon à relancer le marché interbancaire; se réjouit à la perspective que tous les États membres adoptent la même approche, mais insiste sur le fait qu'ils doivent procéder ainsi, quelle que soit la nationalité des institutions opérant sur leur territoire, afin d'assurer des conditions de concurrence égales; estime, comme le Conseil européen, que toute action menée au niveau national devrait tenir compte de ses effets transfrontaliers, en ce qui concerne le risque systémique, le degré de solvabilité, la distorsion de concurrence et les mécanismes de surveillance;
5. Stresses the need for coordination at European level, such as offering an EU-wide guarantee for deposits and liabilities of systemically important institutions; notes that this short-term guarantee should also cover unsecured lending between regulated institutions in order to revive the inter-bank market; welcomes the fact that all Member States will take the same approach, but insists that they should do so whatever the nationality of the institutions operating in the respective countries in order to maintain a level playing field; considers, in line with the European Council, that any action taken at national level should take into account its cross-border effects in terms of systemic risk, solvency level, distortion of competition and supervision mechanisms;

Mr President-in-Office, it is not for me to award marks, but one Swedish newspaper asked me a few weeks ago what mark I would give if I were.

- (DA) Monsieur le Président, si on devait donner une note de 1 à 10 au succès des deux objectifs que l'on a mis en œuvre, à savoir que le Kosovo doit être pluri-ethnique et qu'il doit rester une partie de la Yougoslavie, alors je crois bien que le président du Conseil et moi-même seront d'accord pour dire que la note sera assez basse, mais nous sommes d'accord pour dire que c'est le résultat d'une politique menée jusqu'à présent, un résultat de ce qui s'est passé.
– (DA) Mr President, if a mark between 1 and 10 were now to be given for success in pursuing the two objectives of the action programme, namely that Kosovo should be multi-ethnic and that it should remain a part of Yugoslavia, I believe that the President-in-Office of the Council and I can probably agree that the mark concerned would be fairly low. We agree, however, that this is the result of a policy which has been pursued up until now, that is to say a result of what has happened.
