L’Europe a un peu de mal à faire aussi bien qu’elle le pourrait, et on en connaît les principales raisons, elles ont été évoquées: le morcellement de l’Union en matière de recherche et de développement qui suit, grosso modo, une division Nord-Sud; le retard européen, aussi, en termes de dépenses de recherche et développement des entreprises; puis – notre rapporteur l’a évoqué – la difficulté pour les chercheurs et les PME d’accéder aux différents programmes.
Europe is struggling to do as well as it might, and we know the main reasons for this, as they have been pointed out: there is, broadly speaking, a North-South divide in Europe where research and development are concerned; Europe is also lagging behind in terms of research and development spending by businesses; and researchers and SMEs have difficulty in accessing the various programmes, as our rapporteur mentioned.

- (PT) Au Portugal, les chiffres approximatifs concernant le degré d’investissement actuel en matière de recherche et développement (R[amp]D) se révèlent très préoccupants, car les dépenses totales - en pourcentage du PIB - représentent environ 0,8%. Ce total se divise de la manière suivante: 65% proviennent de l’État, 30% du secteur privé et 5% de l’étranger (de fonds européens, principalement).
– (PT) The rough figures for Portugal’s current degree of investment in research and development (R[amp]D) are of enormous concern, because total spending, as a percentage of GDP, stands at approximately 0.8% whilst State funding amounts to 65% of the total, with 30% coming from businesses and 5% from abroad (essentially from European funds).

Le projet vise à renforcer la coopération régionale entre les institutions nationales de formation et les institutions nationales de recherche agricole tant dans le cadre des relations Nord-Sud que dans le cadre du développement des relations Sud-Sud, via trois programmes : a) FORMATION - organisation de cours spécialisés de brève durée dans les institutions des pays du Sud et de l'Est de la Méditerranée; - programmes d'échange et formation pratique de jeunes chercheurs des Pays Tiers Méditerranéens (PTM) en stage au CIHEAM dans des institutions nationales des pays membres. b) ECHANGES SCIENTIFIQUES - développement, renforcement et coordination de réseaux de recherche coopérative; - participation d'experts du Sud aux réunions scientifiques communautaires principalement de la Direction générale de l'Agriculture de la Commission des CE. c) ORGANISATION D'ATELIERS ET SEMINAIRES SCIENTIFIQUES, TECHNIQUES ET ECONOMIQUES Les thèmes des ateliers et des séminaires proposés sont : - équilibre alimentaire, agriculture et environnement en Méditerranée; - sécurité alimentaire en Méditerranée; - vulgarisation agricole; - urbanisation et agriculture; - gestion de l'eau.
It is to be carried out in two stages: 1993-94 and 1995-96. The aim of the project is to step up regional cooperation (North-South and South-South) between the national agricultural training and research institutions through three programmes: (a) TRAINING - organization of short specialized courses in establishments in the Southern and Eastern Mediterranean countries; - exchange and practical training programmes for young researchers in Mediterranean non-member countries attending the CIHEAM in establishments in the Member States (b) SCIENTIFIC EXCHANGES - development, strengthening and coordination of cooperative exchange networks; - participation of experts from the South in Community scientific meetings, principally those of the Directorate-General for Agriculture of the Commission of the European Communities (c) ORGANIZATION OF SCIENTIFIC, TECHNICAL AND ECONOMIC WORKSHOPS AND SEMINARS The topics for the proposed workshops and seminars are: - the balance between food production, agriculture and the environment in the Mediterranean; - food security in the Mediterranean; - agricultural extension services; - urbanization and agriculture; - water management.
