Il a donc été décidé qu'un fonds d'affectation spéciale serait sans doute le meilleur mécanisme pour s'occuper du processus électoral mais qu'en ce qui concerne l'aspect développement de l'équation, il serait préférable d'opter pour une coordination étroite de nature formelle et informelle parmi les donateurs au niveau local en Haïti.
So the decision was made that a trust fund was perhaps the best mechanism to deal with the electoral process, but the developmental side of the equation would be better dealt with through close coordination of a formal and informal nature among donors at the local level in Haiti.
