L’objectif général de la présente décision est de soutenir, par le biais des projets décrits ci-après, la mise en œuvre, par les États parties, de la résolution 1540 du Conseil de sécurité des Nations unies et d’autres résolutions connexes, de la convention sur l’interdiction de la mise au point, de la fabrication et du stockage des armes bactériologiques (biologiques) ou à toxines et sur leur destruction (BTWC), ainsi que du règlement sanitaire international (RSI), et notamment en ce qui concerne les aspects relatifs à la sécurité et à la sûreté des agents biologiques et des toxines dans les laboratoires et les autres installations, y compris la période de transfert d’un lieu à un autre, afin d’empêcher la dissémination naturelle, accidentelle ou volontaire de matières biologiques et de mieux maîtriser les infections.
The overall objective of this Decision is to support, through the projects described below, the States Parties’ implementation of the United Nations Security Council Resolution (UNSCR) 1540 and other related Resolutions, the Convention on the prohibition of the development, production and stockpiling of bacteriological (biological) and toxin weapons and on their destruction (BTWC) as well as the International Health Regulations (IHR), and specifically those aspects that relate to the safety and security of biological agents and toxins in laboratories and other facilities, including the period of transit from one place to another, in order to prevent natural, accidental, or deliberate release of biological materials and to better control infections.

There is, however, one exception to this principle: if a GMO is propagated under contained conditions within the territory of the European Union, and, as a result of differences in climatic or other environmental conditions would be unsuitable for cultivation in any available area of that territory, it should not be treated in the same way as a GMO which has been refused authorisation because it has been declared unsuitable for deliberate release into the environment on the grounds foreseen in European Parliament and Council Directive 2001/18 or any other relevant Community measure.

J'estime que ce travail de révision de la directive sur la dissémination volontaire d'OGM dans l'environnement respecte ce juste milieu, parce que, d'une part, il ne restreint pas la recherche et l'expérimentation et, d'autre part, il définit des règles plus claires et plus restrictives pour l'introduction d'OGM dans l'environnement, protégeant ainsi le consommateur et la biodiversité.
I feel that this revision of the directive on the deliberate release into the environment of genetically modified organisms respects this balance because, on the one hand, it does not impose restrictions on research or experiments and on the other, it lays down clearer and more restrictive rules on the release of GMOs into the environment, thereby protecting consumers and biodiversity.
