9. agrees that the Chairman and Vice-Chairmen, together with one representative from the Commission and assisted by the General Secretariat of the Council, will form a preparatory group which will help facilitate the work of the Group; notes the important role of the Commission in supporting the work of the Group, as set out in the Code of Conduct, notably in paragraph I, and in participating in the follow-up work of the Group; notes that, since the Group operates within the framework of the Council, the Secretariat function will be assumed by the General Secretariat of the Council; and is confident that the General Secretariat of the Council and Commission will liaise closely with each other to develop a collaborative approach to ensure an efficient and effective working relationship; 0. agrees that the Group shall meet not less than twice a year at a high level to facilitate a political orientation to the work of the group and that meetings of the group shall be convened by the Chairman on his own initiative or at the request of at least one third of the members of the Group; 1. agrees that, subject to the formal agreement of the Council, and in order to assist the work of the Group one or more sub-groups may be established to consider particular issues ; 2. agrees that the work of the Group shall be confidential; 3. agrees that the reports of the Group forwarded to Council will reflect either the unanimous opinion of its members or the various opinions expressed in the course of the discussion; 4. agrees that, subject to the formal agreement of the Council, any further rules of procedure of the Group may be established ".

8. The outcome of votes and, where appropriate, explanations of vote, taken within each delegation on the Conciliation Committee, shall be forwarded to the Committee. 9. The co-Chairmen shall see to it that the joint texts approved by the Committee are forwarded forthwith to the European Parliament and to the Council. 10. The General Secretariat of the Council and the General Secretariat of the European Parliament shall act jointly as the Committee's Secretariat, in association with the General Secretariat of the Commission. 11. Joint texts shall be finalized by the Legal/linguistic Experts of the Council and of the European Parliament. 12. The Committee shall meet alternately at the premises of the European Parliament and the Council. 13. While abiding by the Treaty provisions regarding time limits, the Council shall, as far as possible, take into account the requirements of the European Parliament's schedule.

Ms. Debra Ward: What I meant by this was that, when I'm speaking to air carriers and asking, “Is this stuff working, and is Bill C-26 doing what it's intended to do, which is to protect the marketplace from monopoly and dominance practices?”, the general feeling is that it's really good to have these tools like the cease and desist.
