La dotation des postes bilingues de la fonction publique va devenir obligatoire le 1 avril 2005 pour les postes de niveau EX-3, et le 1 avril 2007 pour les postes de niveau EX-2 dans les régions désignées bilingues aux fins de la langue de travail et dans les régions unilingues si les fonctions du poste incluent la supervision de titulaires de postes bilingues dans une région bilingue.
Staffing bilingual positions in the public service will become imperative on April 1, 2005 for EX-3 positions, and on April 1, 2007, for EX-2 positions in designated bilingual regions for the language of work and in unilingual regions if the duties of the position include the supervision of incumbents of bilingual positions in a bilingual region.

Is concerned that the creation of executive agencies and other ad hoc bodies may lead to a growth in the number of EU officials and contractual agents, unless posts in the relevant Commission Directorate-General are reduced to offset the increase, and to a weakening of the oversight of the EU administration; requests the Commission to explain in the 2008 PDB how posts requested in new executive agencies and other ad hoc bodies will be offset by reductions in the responsible Directorate-General; further requests the Commission to address in the 2008 PDB the issue of appropriate oversight of executive agencies and other ad hoc bodies so as to ensure democratic accountability; urges an improvement of the Code of Conduct on the Setting-up of Executive Agencies, in particular as regards parliamentary scrutiny of financing and staffing of the agencies;

En regard de la politique sur la dotation, j'ai indiqué à quelques reprises que nous considérions l'élimination progressive de la dotation non impérative en commençant par les niveaux supérieurs et en allant vers le bas. On privilégierait le recrutement de candidats déjà bilingues pour la dotation de postes bilingues.
In regards to staffing policies, I have stated more than once that we are considering phasing out nonimperative staffing from the top down and concentrating on hiring bilingual candidates when staffing bilingual positions.
