This Directive applies to any planned, existing or emergency exposure situation which involves a risk from exposure to ionising radiation which cannot be disregarded from the radiation protection point of view with regard to the health protection of workers, members of the public, or patients and other individuals subject to medical exposure or with regard to the protection of the environment.

(4) La directive 96/29/Euratom du Conseil du 13 mai 1996 fixant les normes de base relatives à la protection sanitaire de la population et des travailleurs contre les dangers résultant des rayonnements ionisants s'applique à toutes les pratiques comportant un risque dû aux rayonnements ionisants émanant soit d'une source artificielle, soit d'une source naturelle de rayonnement lorsque les radionucléides naturels sont traités, ou l'ont été, en raison de leurs propriétés radioactives, fissiles ou fertiles.
(4) Council Directive 96/29/Euratom of 13 May 1996 laying down basic safety standards for the protection of the health of workers and the general public against the dangers arising from ionizing radiation applies to all practices which involve a risk from ionizing radiation emanating from an artificial source or from a natural radiation source in cases where natural radionuclides are or have been processed in view of their radioactive, fissile or fertile properties.
