The proposed Directive would therefore make clear that those rights prevent Member States from imposing restrictions such as requiring authorisation to use services (for example architects or builders) from other Member States, or discriminatory tax rules making services from other EU countries more costly.

Si les communications vocales sur Internet constituent un service qui ne peut, en raison de ses caractéristiques, être considéré comme un service de téléphonie vocale au sens de la directive sur les services, elles élargiront encore l'éventail des services offerts aux consommateurs et favoriseront, selon toute probabilité, l'accès de ces derniers à la société de l'information.
While providing a service which due to its features cannot be considered as voice telephony within the meaning of the Services Directive, Voice on the Internet will therefore still enlarge the scope of services available to consumers and is likely to help foster consumer access to the Information Society.

L'instrument proposé exigerait que, avant d'être définitivement adoptées, les règles nationales affectant directement ces services soient notifiées à la Commission et examinées avec les autres États membres pour s'assurer qu'elles sont bien compatibles avec la libre circulation des services et le principe du contrôle du pays d'origine (c'est-à-dire qu'à partir du moment où un service offert dans un État membre respecte les lois de cet État, il bénéficie de la sécurité juridique garantie par cet Etat et de la libre circulation dans toute l'Union européenne).
The proposed instrument would require that, before they were definitively adopted, all draft national rules directly affecting these services would have to be notified to the Commission and reviewed with the other Member States to ensure that they were compatible with the free movement of services and the country of origin control principle (i.e. the one stop regulatory shop whereby once a service offered in a Member State respects the laws of that Member State it can benefit from the legal certainty of circulating freely throughout the European Union irrespective of the laws of the other Member States).
