Notes that an integrated strategy for EU industries should focus on overcoming the skill shortages; in this respect, emphasises the need for coordinated initiatives to improve the dissemination of information and the teaching of STEM subjects (science, technology, engineering and mathematics) at all levels, whilst promoting additional coordinated and targeted higher qualifications; stresses the need for a global approach aimed at improving professional skills in the fields of renewable energies, clean industrial processes and transport; calls on the Member States to include vocational qualifications for entrepreneurship in university programmes and other higher education courses; emphasises that the European Social Fund must adapt to the changing requirements of the industrial sector;

En 1987, les 16 millions d'ECU reservés pour le programme COMETT (Programme communautaire de coopération entre les universités et les entreprises dans le domaine des formations aux technologies) ont permis de financer 108 associations université-entreprise pour la formation, 1067 stages transnationaux d'étudiants dans des entreprises, 73 bourses transnationales de formation pour des cadres industriels et universitaires, 136 projets conjoints transnationaux de formation continue et 62 initiatives multilatérales pour le développement de systèmes de formation multimédia.
In 1987, the 16 million ECU earmarked for the COMETT (Community programme for cooperation between the universities and industry in the field of training for technology) made it possible to finance 108 University-Enterprise Training Partnerships, 1 067 transnational placements in enterprises for students, 73 transnational fellowshipas for personnal in universities and enterprises, 136 joint transnational university-enterprise continuing training projects and 62 multilateral initiatives for the development of multimedia training systems.

2. PRINCIPES Les principes essentiels présidant à la sélection et à la mise en oeuvre des projets thématiques sont les suivants : . apporter une valeur ajoutée évidente pour le développement de la société de l'information en : - améliorant l'efficacité de l'échange d'informations, - lançant des actions communes, - faisant démarrer la coopération au niveau planétaire . donner une signification et un contenu à la notion de société de l'information pour le citoyen, en tenant compte de la diversité culturelle et linguistique . stimuler la coopération entre les différents acteurs : milieux industriels, milieux universitaires, administrations, pouvoirs publics, etc éviter de créer une nouvelle bureaucratie ou de nouvelles institutions . avoir pour règle générale que toutes les dépenses seront couvertes par des programmes existants . faire de l'accès ouvert une partie intégrante de leur conception . être ouverts aux pays non G-7 ainsi qu'aux organisations publiques et privées, y compris les organisations internationales et les organismes de normalisation.
2. PRINCIPLES The main principles guiding the selection and implementation of the theme projects are the following: . have clear added-value for the development of the Information Society by: - increasing the effectiveness of information exchange, - launching common actions - initiating co-operation at a global level . give meaning and content to the concept of Information Society for the citizen, taking into account their cultural and linguistic diversity . stimulate cooperation amongst different players: industry, academia, administrations, public authorities, etc avoid the creation of new bureaucracy or institutions . have as a general rule any expense covered by existing programs . have included open access as an integral part of its design are open to non-G-7 countries as well as public and private organisations, including international organisations and standardisation bodies.
