I've been at a number of these meetings, and we've dealt with it in the public accounts committee too, but I'm becoming convinced that for all the work we're doing, what it's really going to come down to is whether it's the will of Parliament that it become an independent agent of Parliament or whether it will remain under the administrative dictates of someone else.
