Invites the Member States and the relevant authorities to simplify the process of applying for social housing and to make the allocation of homes more fair, transparent and impartial, according to the specific social, economic and cultural circumstances of each Member State, with a view to eliminating discrimination and to preventing any ‘avoidance effect’ for particularly vulnerable groups, a phenomenon which has the effect of aggravating residential spatial segregation and creating ghettos; draws attention, in this regard, to the pertinence of arrangements employed in some Member States, such as a list of legally defined, precise and transparent allocation criteria to encourage a social mix, anonymised applications for social housing, the advertising of vacant properties, the introduction of rating systems for housing applications, clear separation between the bodies which determine the criteria and those which allocate housing, and appropriate governance arrangements for the allocation of housing in order to promote broad based social mixing;

C. whereas affordable, adequate and secure accommodation is a suitable tool for achieving social justice and cohesion, and investment in affordable housing is a precondition for enhanced labour mobility and increased employment opportunities, while the construction and renovation of social housing is crucial for achieving the targets of meeting the housing demand, providing for affordable housing for broad levels of the population, boosting economies, keep property bubbles in check, combat energy poverty and ensuring tax income of Member States;

16. incite la Commission à engager une étude sur le coût du logement et la demande de logements et, plus généralement, sur le marché immobilier et invite les États membres à améliorer la collecte de données concernant ces domaines en prenant en compte l'hétérogénéité de l'occupation des logements, la modification des structures familiales traditionnelles et la situation particulière des jeunes ainsi que le vieillissement et le déclin de la population; invite en outre les États membres à tenir compte de l'accès et du taux d'utilisation des infrastructures techniques, sociales, culturelles et de transport lors de la planification et de la restructuration des projets de logement et de la collecte des données;
16. Encourages the Commission to undertake a study into, and the Member States to improve data gathering in respect of the cost of and the demand for housing and the property market in general, taking into account the heterogeneity of housing occupation, the changes in traditional family structures and the specific circumstances of young people and the ageing and declining population; furthermore, calls upon the Member States to take into account access to and the rate of utilisation of technical, social, cultural and transport infrastructure when planning and restructuring housing projects and gathering data;
