L’Union européenne confirme une nouvelle fois son engagement en faveur d’un accord de libre-échange vaste et global avec le Mercosur, qui tienne compte des réalités économiques de la région et vise à éliminer les obstacles et à renforcer les échanges commerciaux.
The EU reconfirms its commitment to a broad and comprehensive FTA with Mercosur that takes into account the economic realities in the region; , aiming at eliminating barriers and boosting trade.

Un soutien sera offert pour remédier aux déficits de compétitivité dans le cadre de l'aide substantielle et croissante de l'UE en faveur des activités commerciales et des accords de partenariat économique et d'autres accords de libre-échange à conclure avec des régions en développement.
Support will be offered to tackle competitiveness gaps, as part of the EU’s substantial and growing Aid for Trade activities, Economic Partnership Agreements and other free trade agreements with developing regions.

B. considérant que les directives de négociation de la Commission pour l'accord de libre-échange (ALE) UE-Viêt Nam sont jointes à l'autorisation du Conseil du 23 avril 2007 pour engager des négociations en vue d'un accord de libre-échange avec les pays de l'Association des nations de l'Asie du Sud-Est (ANASE) et font suite à l'approbation par le Conseil de la note de cadrage qui définit les objectifs communs des deux parties à la négociation, à savoir renforcer les relations commerciales bilatérales existantes; rappelle que l'objectif initial consistait à négocier un ALE avec la région de l'ANASE; soutient, dès lors, la possibilité de négocier des accords globaux avec les pays de la région de l'ANASE (en tant que sous-ensembles dans le but ultime de négocier, à terme, un ALE interrégional).
B. whereas the Commission’s negotiating directives for the EU-Vietnam FTA are attached to the Council’s authorisation of 23 April 2007 to enter into negotiations for a Free Trade Agreement with countries of the Association of Southeast Asian Nations (ASEAN) and follow on the endorsement by the Council of the scoping paper which outlines the common objectives of both negotiating parties, namely to intensify existing bilateral trade relations; recalls that the initial objective was to negotiate an FTA with the ASEAN region; supports therefore the possibility of negotiating fully comprehensive agreements with countries of the ASEAN region (as building blocks towards the ultimate objective of negotiating a region-to-region FTA in the future);

Cette convention rassemble dans un seul instrument juridique toutes les règles concernant l’origine des biens échangés dans le cadre d’environ 60 accords bilatéraux de libre échange conclus entre des pays de la région paneuro-méditerranéenne et avec des pays participant au Processus de stabilisation et d’association (PSA) de l’UE.
The Convention brings together in a single legal instrument all the rules regarding the origin of goods traded in the context of approximately 60 bilateral free trade agreements (FTAs) between countries of the pan-Euro-Mediterranean area, as well as with countries involved in the EU’s Stabilisation and Association process (SAP).

I. considérant que l'Accord de libre-échange centre-européen (ALECE) a permis d'agréger 32 accords de libre-échange bilatéraux conclus dans la région d'Europe méridionale dans un seul accord de libre-échange global et régional renforçant le degré de libéralisation dans la région grâce à un seul réseau de règles équitables, transparentes et prévisibles,
I. whereas the Central European Free Trade Agreement (CEFTA) consolidated 32 bilateral free trade agreements in the Southern European Region into a single comprehensive regional free trade agreement that enhances the existing level of liberalisation in the region through a single network of equitable, transparent and predictable rules,

11. souligne l'importance que revêtent l'intégration régionale des PSEM et le renforcement des échanges commerciaux Sud-Sud; se félicite de la signature de l'accord de libre-échange d'Agadir du 25 février 2004 entre le Maroc, la Tunisie, l'Égypte et la Jordanie; considère cette démarche comme indispensable pour la création d'une véritable zone de libre-échange et invite les autres pays de la région à s'y associer; considère néanmoins comme essentiel que le processus d'intégration économique soit approfondi et que les obstacles qui entravent les échanges commerciaux entre ces pays soient rapidement éliminés afin que soient pleinement exploitées les possibilités de développement du commerce Sud-Sud;
11. Emphasises the importance of regional integration of the SEMCs and increasing South-South trade; welcomes the signature of the Agadir Free Trade Agreement of 25 February 2004 between Morocco, Tunisia, Egypt and Jordan; considers that this measure is essential for the creation of a genuine FTA and calls on the other countries in the region to join it; considers it essential, however, that the economic integration process be deepened and that the obstacles to trade between these countries be rapidly eliminated so as to enable the potential for further development of South-South trade to be fully exploited;

Dans ce contexte, le rapport adopté par le Parlement européen, sur les relations entre les PTOM, les ACP et les régions ultrapériphériques plaide, en matière commerciale, "pour la mise en place d'aménagements locaux d'ouverture réciproque des marchés ACP/PTOM/RUP permettant d'impulser et de renforcer l'intégration régionale et ainsi de faciliter la transition progressive de l'ensemble de la région vers l'établissement, le moment venu, d'un libre échange avec l'Union toute entière".
Against this background, the report adopted by the European Parliament on relations between the Overseas Countries and Territories, the ACP States and the ultraperipheral regions of the European Union advocates that "in trade matters, local arrangements be made for the reciprocal opening up of ACP/OCT/ultraperipheral region markets, so as to boost and strengthen regional integration and thus facilitate, in due course, the gradual transition of the region as a whole towards the establishment of free trade with the entire Union".
