Que la Chambre demande au ministre des Ressources humaines et du Développement des compétences d'indiquer à la Commission de l'assurance-emploi d'inclure, dans le rapport de contrôle et d'évaluation une section additionnelle qui surveillerait et évaluerait le nouveau programme sur le Système d'assurance-emploi pour les travailleurs indépendants, incluant une répartition des données par province et que la Chambre indique à l'Office de financement de l'assurance-emploi du Canada de considérer l'historique des primes et des cotisations en déterminant les taux des cotisations s'il s'avère que les travailleurs québécois indépendants versent des cotisations qui ne correspondent pas aux coûts réels des prestations offertes aux travailleurs québécois indépendants; et comme la loi sur l'équité pour les travailleurs indépendants inclut une revue du nouveau programme à l'an 5, l'instruction ministérielle devrait inclure une revue plus détaillée de la part de la Commission de l'assurance-emploi en plus de la revue législative de l'an 5.
That this House call upon the Minister of Human Resources and Skills Development to ask the Employment Insurance Commission to include in its Monitoring and Assessment Report an additional section that would monitor and assess the new employment insurance program for self-employed workers including a breakdown of data by province and that this House ask the Canada Employment Insurance Financing Board to consider the history of premiums and contributions in determining the rates of contribution if Quebec’s self-employed workers are making contributions that do not correspond to the true cost of the benefits offered to Quebec’s self-employed workers; and since the Fairness for the Self-Employed Act includes a five-year review of the new program, the policy direction should include a more detailed review from the Employment Insurance Commission in addition to the five-year legislative review.
