À la suite de l’adoption par le Conseil, le 26 avril 2010, d’une décision autorisant l’ouverture de négociations, le haut représentant de l’Union pour les affaires étrangères et la politique de sécurité a négocié un accord entre l’Union européenne et la République du Chili établissant un cadre pour la participation de la République du Chili aux opérations de gestion de crise menées par l’Union européenne (ci-après dénommé «accord»).
Following the adoption of a Decision by the Council on 26 April 2010 authorising the opening of negotiations, the High Representative of the Union for Foreign Affairs and Security Policy negotiated an agreement between the European Union and the Republic of Chile establishing a framework for the participation of the Republic of Chile in European Union crisis management operations (‘the Agreement’).

En effet, dans la mesure où la constitution d'une zone de libre-échange à l'échelle d'un hémisphère, compte tenu des asymétries entre le poids économique, politique et culturel des États-Unis et celui des autres pays de cet hémisphère, et malgré le fait qu'il s'agit d'un processus de négociation multilatéral, conduira à un renforcement de l'influence nord-américaine dans la région sud-américaine, la ZLEA pourrait affaiblir l'influence européenne dans la région, en particulier dans les pays du Mercosur et au Chili, qui ont traditionnellement entretenu des liens plus forts avec l'Europe.
If, given the disparity in the economic, political and cultural weight of the USA on the one hand and the other countries of the hemisphere on the other, and despite the fact that it is a multilateral negotiation process, the formation of a hemispheric free trade area strengthens the USA's influence in the Latin American region, the FTAA holds out the prospect of waning European influence in the region, particularly in the MERCOSUR countries and Chile whose closest ties have traditionally been with Europe.
