L'article 137 du TCE mentionne les activités, réalisées au niveau national, qui doivent bénéficier du soutien de la Communauté européenne, comme l'amélioration du milieu de travail pour protéger la santé et la sécurité des travailleurs, les conditions de travail, l'information et la consultation des travailleurs, l'intégration des personnes exclues du marché du travail, etc.
