Des actions ont été menées pour chacun des quatre piliers de l’initiative: i) une recommandation du Conseil ciblant l’abandon scolaire précoce, formulée en 2011[20], a stimulé les mesures nationales visant à réduire le taux d’abandon scolaire, et la coopération au niveau européen en matière d’enseignement et de formation professionnels a été renforcée; ii) la modernisation de l’enseignement supérieur a été le thème central d’une communication de la Commission; iii) la mobilité a été encouragée par une série d’instruments, notamment la nouvelle approche intégrée du programme Erasmus+, le passeport européen des compétences ou le programme «Ton premier emploi EURES» destiné à offrir aux jeunes des perspectives sur le marché du travail dans les 28 États membres; iv) pour lutter contre le chômage et l’inactivité des jeunes, une recommandation du Conseil[21] sur l’établissement d’une garantie pour la jeunesse[22] a été adoptée, et des programmes de garantie pour la jeunesse ont été lancés – ils peuvent recevoir l’appui des fonds structurels et d’investissement européens et de l’Initiative pour l’emploi des jeunes, en faveur des États membres dont certaines régions affichent un taux de chômage des jeunes supérieur à 25 %.
Actions were deployed in each of the four pillars of the initiative: (i) a Council Recommendation targeting early school leaving was formulated in 2011[20] and gave impetus to national action to reduce dropout rates, and cooperation at European level in the field of vocational education and training was strengthened; (ii) modernising higher education has been at the core of a Communication from the Commission; (iii) mobility was fostered through a range of instruments, notably the new integrated approach of the Erasmus+ programme, the European Skills Passport or the scheme "Your First EURES job" aimed at providing labour market opportunities for young people in the 28 Member States; (iv) to fight against youth unemployment and inactivity, a Council Recommendation[21] establishing Youth Guarantees[22] was adopted and Youth Guarantee schemes were launched – they can be supported by the European Structural and Investment Funds and the Youth Employment Initiative, for Member States with regions showing a youth unemployment rate of above 25%.

Dans ses conclusions de mai 2010 sur la dimension sociale de l'éducation et de la formation, le Conseil a estimé que, pour réussir, la prévention de l'abandon scolaire précoce devait s'appuyer sur une meilleure connaissance des groupes présentant un risque de décrochage au niveau local, régional et national, ainsi que sur des systèmes permettant d'identifier rapidement les jeunes qui courent ce risque.
The Council agreed in May 2010 in its conclusions on the social dimension of education and training that the successful prevention of early school leaving requires the development of knowledge about groups at risk of dropping out at local, regional and national level, and systems for identifying early individuals who are at such risk, and concluded that comprehensive and cross-sectoral strategies should be implemented, which provide a range of school-wide and systemic policies targeting the different factors leading to early school leaving.
