However, the new regulations for rural development, adopted by the Council in May 1999 , enable the programmes presented by Member States to be cofinanced with the objective of remedying the problems mentioned by the Honourable Member by means of changing the areas of production of agricultural holdings in order to better take special climatic conditions into account, by installing irrigation infrastructure, making it possible to save water and to modernise irrigation systems, by granting farmers aid for areas that are disadvantaged or affected by natural handicaps limiting production.
