PREMIER SIECLE DU CINEMA Le Conseil a adopté, sur initiative de la délégation française, la résolution reprise ci-après sur le premier siècle du cinéma". LE CONSEIL, conscient de la place qu'occupe depuis un siècle le cinéma dans le patrimoine culturel commun et de son influence capitale sur le développement des autres moyens d'expression et de communication tant dans le domaine artistique que dans celui des médias ; conscient du rôle fondamental de témoin de l'histoire de notre communauté qu'a joué le cinéma tout au long de cette période ; reconnaissant l'importance des échanges culturels, techniques et économiques qu'il a suscités en Europe ; considérant que sera célébré dans les prochaines années le centenaire de l'invention du cinématographe, CONVIENT, en vue de célébrer le centenaire du cinéma : - de renforcer les actions de restauration de films du patrimoine européen dans le cadre d'une coopération accrue des archives des Etats membres, notamment dans le cadre du programme MEDIA (projet Lumière) ; - d'encourager la diffusion de ce patrimoine dans les festivals et les salles d'Europe, dans le cadre d'initiatives permettant de mettre en relief de façon dynamique l'importance de ce patrimoine pour le futur du cinéma européen ; - de favoriser la connaissance des courants esthétiques du cinéma européen, de ses pionniers et des ses écoles, dans un souci permanent de dialogue avec la création contemporaine ; INVITE la Commission à participer à cette manifestation, notamment en liaison avec le Conseil de l'Europe : - en poursuivant et élargissant ses interventions en vue de la commémoration de ce centenaire, notamment dans le cadre de son action de soutien aux festivals de film ; - en concourant à donner le retentissement le plus large aux actions menées dans l'ensemble des Etats membres".
THE CINEMA'S FIRST CENTURY At the initiative of the French delegation, the Council adopted the following Resolution on the cinema's first century: "THE COUNCIL Aware of the place which the cinema has occupied for a hundred years in our common cultural heritage and the importance of its influence on the development of other means of expression and communication both in the arts and in the media; Aware of the fundamental role as a witness to the history of our community which the cinema has played throughout that period, Recognizing the importance of the cultural, technical and economic exchanges it has led to in Europe, Whereas the centenary of the invention of the cinematograph will be celebrated in the next few years, AGREES, with a view to celebrating the centenary of cinema, to: - increase action to restore films from the European heritage in the context of greater co-operation between Member States' archives, notably in the framework of the MEDIA programme (Lumière project); - encourage the dissemination of this heritage in European festivals and cinemas in initiatives to highlight the importance of this heritage for the future of European cinema; - promote awareness of the artistic trends of European cinema, its pioneers and its schools, in the interests of a continuing dialogue with contemporary film-makers; CALLS ON the Commission to participate in this campaign, in particular in liaison with the Council of Europe, by: - continuing and expanding its activities to commemorate this centenary, particularly as part of its action in support of film festivals; - helping to give maximum publicity to action taken in all Member States".

Ce cadre commun vise à : 1. garantir une application du droit communautaire qui assure des résultats équivalents en tout point du territoire douanier de la Communauté afin : - d'éviter des distorsions préjudiciables au bon fonctionnement du marché intérieur qui pourraient apparaître du fait d'une application hétérogène des procédures douanières dans les différentes parties de la Communauté ; - de protéger les intérêts, notamment financiers, de la Communauté ; - de fournir un niveau équivalent de protection aux citoyens et aux opérateurs économiques de la Communauté, quel que soit le point de territoire douanier de la Communauté où les formalités de dédouanement sont accomplies, tout en assurant la fluidité nécessaire aux opérations de commerce international. 2. fournir un cadre de réflexion pour la prise en compte de la dimension communautaire dans l'organisation des services et la mise en place des infrastructures et des équipements, et promouvoir l'utilisation en commun de moyens matériels de fonctionnement concourant à la mise en oeuvre de la réglementation communautaire. 3. favoriser les initiatives que proposeraient de mettre en oeuvre les Etats membres, seuls ou conjointement, pour améliorer l'efficacité globale des administrations douanières dans la réalisation de leurs missions. 4. aider les Etats membres à développer la formation des fonctionnaires des administrations des douanes en l'adaptant à l'évolution de leur rôle dans la mise en oeuvre de la réglementation douanière communautaire et des politiques communes aux frontières extérieures. 5. concourir, par des actions appropriées de formation, d'assistance et de coopération techniques, à la mise en place ou au développement de services douaniers de qualité dans les pays tiers qui en font la demande dans le cadre des accords conclus ou qui seraient conclus par la Communauté avec ces pays tiers et, par la même, contribuer au développement des échanges commerciaux de la Communauté. 6. favoriser la transpa ...
That framework aims to: 1. guarantee that Community law is applied in such a way as to achieve equivalent results at every point of the Community customs territory in order to: - avoid distortions likely to prejudice the proper functioning of the internal market which might arise owing to variations in the way customs procedures are applied in the various parts of the Community; - protect the Community's interests, particularly its financial interests; - afford an equivalent level of protection to the Community's citizens and economic operators, at whatever point in the Community customs territory customs clearance formalities are carried out, while ensuring the necessary smooth flow of trade operations; 2. provide a framework for considering the Community dimension in the organization of services and in the provision of infrastructures and equipment, and promote the joint use of operational material contributing to the implementation of Community rules; 3. foster initiatives that Member States may propose to implement, singly or jointly, to improve the overall efficiency of customs administrations in carrying out their tasks; 4. help Member States develop training for customs officials by adapting it to their changing role in the implementation of Community customs rules and common policies at external borders; 5. contribute, by appropriate actions in the fields of training and technical assistance and cooperation, to the establishment or the development of high-quality customs services in third countries that so request under agreements which the Community has concluded or may conclude with those third countries, and by this means encourage the development of Community trade; 6. encourage openness and efficiency of customs action for the benefit of legitimate trade by strengthening relations between the Community's customs administrations, business, legal and scientific circles, and operators engaged in international trade.
