The European Investment Bank, the European Union’s financing institution, is providing a further USD 15 million to the Algerian Cement Company Spa (ACC), the country’s only private sector cement producer, for expanding its existing cement works near M’Sila, 240 km south-west of the Algerian capital, constructed with EUR 66 million EIB loan and other financing over the period 2002-2004.

(8) Un montant de référence financière, au sens du point 34 de l'accord interinstitutionnel du 6 mai 1999 entre le Parlement européen, le Conseil et la Commission sur la discipline budgétaire et l'amélioration de la procédure budgétaire(7) est inséré dans la présente décision pour l'ensemble de la période pendant laquelle le concours financier est accordé, sans que cela n'affecte les compétences de l'autorité budgétaire définies par le traité.
(8) A financial reference, within the meaning of point 34 of the Interinstitutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure(7), is inserted in this Decision for the entire duration of the period for which financial assistance is to be provided, without thereby affecting the powers of the budgetary authority as defined by the Treaty.

(1) Article 11(1) of Council Regulation (EC) No 1266/1999(2) on co-ordinating aid to the applicant countries in the framework of the pre-accession strategy stipulates that the Commission shall implement the Community aid in accordance with the rules of the Financial Regulation applicable to the general budget of the European Communities(3), and in particular Article 114 thereof, Article 9(1) of Council Regulation (EC) No 1268/1999 stipulates that the financial support shall comply with the principles laid down in Council Regulation (EC) No 1258/1999 of 17 May 1999 on the financing of the common agricultural policy(4).

LE CONCOURS FINANCIER A MOYEN TERME (CFMT) a. Origine et amenagements 1971, lors des premieres tentatives d'organisation monetaire institutionnelle de l'Europe visant la realisation par etapes d'une union economique et monetaire, et en application de l'article 108 du Traite prevoyant un concours mutuel en cas de difficultes ou de menaces graves de difficultes de balances des paiements d'un Etat membre.
1. MEDIUM-TERM FINANCIAL ASSISTANCE a. Origin and adjustments Medium-term financial assistance was set up under the Council Decision of 22 March 1971, as part of the first attempts at institutional monetary organization in Europe aimed at the attainment by stages of economic and monetary union, and pursuant to Article 108 of the Treaty providing for mutual assistance where a Member State is in difficulties or is seriously threatened with difficulties as regards its balance of payments.
