Je souhaiterais simplement vous dire que je fais partie de ces francophones non français, et ils sont nombreux, qui sont des auditeurs et des spectateurs assidus des chaînes françaises publiques, et que les décisions qui sont prises par le gouvernement français, annoncées par son Président qui, par hasard, se trouve être pour l’instant le Président du Conseil européen, nous inquiètent sur le devenir des chaînes publiques de télévision et de radio.

I would simply like to say that I am one of those non-French French-speakers – and there are many of us out there – who are devoted viewers and listeners of French state television and radio stations, and that we are concerned about the future of state television and radio stations following the decisions taken by the French Government and announced by its President, who, by chance, also happens to be the current President of the European Council.

Le dispositif, qui s'articule avec des mécanismes complémentaires de soutien financier tels que le programme Media, repose sur les dispositions du titre III de la directive « télévision sans frontières » : article 4 (promotion des oeuvres européennes), article 5 (promotion des oeuvres européennes émanant de producteurs indépendants, article 6 (définition de la notion d'oeuvres européennes), article 7 (chronologie de diffusion des oeuvres cinématographiques) et article 9 (exemptions des émissions de télévisions locales et ne faisant pas partie d'un réseau national).
In line with Article 151 (4) of the Treaty, which imposes an obligation on the Community to take cultural aspects into account in its action under other provisions of the Treaty with a view to respecting and promoting cultural diversity [77], the dual objective of promoting cultural diversity and the competitiveness of the European programme industry finds its concrete expression in a series of measures in favour of the distribution and production of European television programmes contained in the "television without frontiers" Directive This mechanism, which is linked to complementary financial support mechanisms such as the Media programme, is based on the provisions contained in Chapter III of the "television without frontiers" Directive: Article 4 (promotion of European works), Article 5 (promotion of European works by independent producers), Article 6 (definition of "European works"), Article 7 (chronology for broadcasting cinematographic works) and Article 9 (exemption of local television broadcasts not forming part of a national network).
