In the 1994-1999 period, INTERREG II supported three broad types of programme, cross-border cooperation (Strand A), energy networks (Strand B) and cooperation over regional and spatial planning (Strand C).

Au cours de la période 1994-1999, 75 programmes INTERREG II ont été soutenus dans le cadre de trois volets : la coopération transfrontalière (volet A), l'achèvement des réseaux énergétiques (volet B) et la coopération en matière de planification régionale et spatiale (volet C).

Territorial cooperation will promote the balanced development of the territory.Based on the acknowledged experience of the INTERREG III Initiative, the Commission is proposing a new Objective for cross-border, transnational and interregional cooperation which will receive 4 % of the funding for the future regional policy.All the NUTS III regions on internal and external frontiers, whether on land or sea, will be able to cooperate with their neighbours, particularly on the key topics of the Lisbon and Göteborg agenda.The Commission wants to set up two new legal instruments for cooperation: the "cross-border regional collectivity" on internal frontiers and a "new neighbourhood instrument" on the Union's external frontiers.

In order to ensure consistency and efficiency of Community assistance, the Commission can decide, in accordance with the procedure referred to in Article 14(2)(a), that other third countries, territories and regions can benefit from actions under this Regulation, if the project or programme in question has a regional, cross-border, transnational or global character.

Dans ce contexte, la Commission a l'intention de proposer un nouvel instrument juridique, sous la forme d'une structure de coopération européenne («collectivité régionale transfrontalière»), afin de permettre aux États membres, aux régions et aux autorités locales de faire face, tant dans le cadre des programmes communautaires qu'en dehors de ceux-ci, aux problèmes juridiques et administratifs traditionnellement rencontrés dans la gestion des programmes et des projets transfrontaliers.
In this context, the Commission intends to propose a new legal instrument in the form of a European co-operation structure ("Cross-border regional authority"), in order to allow Member States, regions and local authorities to address - both inside and outside Community programmes - the traditional legal and administrative problems encountered in the management of cross-border programmes and projects.
