5. soutient la résolution historique 56/168 de l’Assemblée générale des Nations unies du 19 décembre 2001, proposée par le gouvernement mexicain, laquelle crée un comité spécial ouvert à la participation de tous les États membres et des observateurs auprès des Nations unies. Ce comité serait chargé d'examiner des propositions visant à élaborer une convention internationale globale et intégrée pour la promotion et la protection des droits et de la dignité des personnes atteintes d’un handicap physique, sensoriel, mental ou intellectuel, sur la base d’une approche holistique du travail déjà réalisé dans les domaines du développement social, des droits de l’homme et de la non-discrimination;

Supports the historic United Nations General Assembly Resolution 56/168 of 19 December 2001, on a proposal from the government of Mexico, establishing an Ad Hoc Committee, open to the participation of all Member States and observers of the United Nations, to consider proposals for a comprehensive and integral international convention to promote and protect the rights and dignity of persons with physical, sensory, mental or intellectual disabilities, based on the holistic approach in the work done in the fields of social development, human rights and non-discrimination;

La Commission proposera donc prochainement une recommandation au Conseil afin qu'il l'autorise à négocier dans le contexte des prochaines sessions du comité spécial des Nations unies créé afin "d'examiner des propositions en vue d'élaborer une convention internationale globale et intégrée pour la promotion et la protection des droits et de la dignité des handicapés" et à mener ces négociations au nom de la Communauté européenne, le Conseil désignant un comité spécial pour l'assister dans cette tâche.
Therefore the Commission will soon propose a Recommendation to the Council in order to authorise the Commission to negotiate in the context of forthcoming sessions of the UN Ad Hoc Committee established to "consider the proposals for a comprehensive and integral international convention to protect and promote the rights and dignity of persons with disabilities" and to conduct these negotiations on behalf of the European Community, the Council appointing a special committee to assist it in this task.
