11. Welcomes also follow-up on the management and control system within the own services, confirming that yearly ex-post controls on a sample basis have been carried out over several years including 2008, and the follow-up on the issue of management and control services within the EESC/CoR joint services, which demonstrated that by de-coupling several services, the management and control systems in both Committees have been improved, ensuring that there always is one Committee fully responsible for an individual expense, thus allowing for full financial and operational responsibility;

Dans sa communication du 12 juillet 2004 au Parlement européen, au Conseil, au Comité économique et social européen et au Comité des régions intitulée «Gestion des risques liés aux inondations — prévention, protection et mitigation des inondations», la Commission expose son analyse et son approche de la gestion des risques d’inondation à l’échelon communautaire et affirme qu’une action concertée et coordonnée à l’échelle communautaire présenterait une valeur ajoutée considérable et permettrait d’améliorer le niveau général de protection contre les inondations.
The Commission Communication of 12 July 2004 to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions ‘Flood risk management — Flood prevention, protection and mitigation’ sets out its analysis and approach to managing flood risks at Community level, and states that concerted and coordinated action at Community level would bring considerable added value and improve the overall level of flood protection.

2. rappelle que dans sa résolution mentionnée ci-dessus, du 8 avril 2003, il invitait le Comité des régions à charger sans délai un organisme extérieur reconnu, de préférence la Cour des comptes européennes, d'effectuer un audit indépendant complet et approfondi sur l'exécution du budget du Comité ainsi que sur la gestion financière et administrative de celui-ci, et précisait que cet audit devrait porter notamment sur les aspects évoqués plus haut et attester la bonne gestion financière de l'institution et être remis à l'autorité de décharge aussi rapidement que possible pour permettre à celle-ci d'examiner la décision définitive relative à la décharge 2001;
2. Reiterates that in its above-mentioned resolution of 8 April 2003 it called on the Committee of the Regions immediately to commission a detailed, full and independent audit, to be carried out by a recognised external institution - preferably the European Court of Auditors - on the Committee's overall budget implementation, as well as the financial and administrative management, taking the view that the audit should examine, inter alia, the areas listed above and attest to the sound financial management of the institution, and should be delivered to the discharge authority as soon as possible in order for it to be able to consider the final discharge decision for 2001;

au cours de sa réunion du 8 octobre 2003, le bureau du Comité des régions a décidé d'élaborer un plan de travail destiné à améliorer l'administration et la gestion du Comité des régions; 3 groupes de travail présenteront au bureau une proposition de réforme en vue d'une décision à prendre en février 2004;
at its meeting of 8 October 2003 the Committee of the Regions' Bureau had agreed to draw up a work plan to improve the administration and management of the Committee of the Regions, involving three working parties which would submit a reform proposal to the Bureau for a decision in February 2004;

invite dès lors le Comité des régions à charger sans délai un organisme extérieur reconnu – de préférence la Cour des comptes européenne – d'effectuer un audit indépendant complet et approfondi sur l'exécution du budget général du Comité ainsi que sur la gestion financière et administrative; précise que cet audit devrait porter notamment sur les aspects évoqués plus haut et attester la bonne gestion financière de l'institution; il devrait être remis à l'autorité de décharge aussi rapidement que possible pour permettre à celle-ci d'examiner la décision définitive relative à la décharge 2001 au plus tard en octobre 2003;
Therefore calls on the Committee of the Regions to commission forthwith a detailed, full and independent audit, to be carried out by a recognised external institution - preferably by the European Court of Auditors - on the Committee's overall budget implementation as well as the financial and administrative management; considers that the audit should examine, inter alia, the areas listed above and attest to the sound financial management of the Institution, and that it should be delivered to the discharge authority as soon as possible in order to enable the latter to consider the final discharge decision for 2001 by October 2003 at the latest;
