TRADUCTIONS EN CONTEXTE

40. demande à nouveau à la VP/HR et au SEAE d'appliquer effectivement et de manière systématique les lignes directrices de l'Union européenne concernant la promotion du droit humanitaire international , notamment en lien avec les conflits et les crises humanitaires dans des pays tels que la Syrie, l'Iraq, la Libye ou l'Ukraine; recommande dans ce contexte que le SEAE apporte son soutien aux organisations de la société civile qui mettent en avant le respect du droit humanitaire international par les acteurs étatiques et non étatiques; réclame en outre que l'Union recoure à tous les instruments dont elle dispose pour faire en sorte que les acteurs étatiques et non étatiques respectent mieux ce droit; demande à l'Union et à ses États membres de contribuer à l'initiative conjointe de la Suisse et du Comité international de la Croix-Rouge (CICR) pour le renforcement du respect du droit humanitaire international;

Reiterates its call on the VP/HR and the EEAS to effectively and consistently implement the EU Guidelines on International Humanitarian Law (IHL) , including in relation to conflicts and humanitarian crises in countries such as Syria, Iraq, Libya and Ukraine; recommends, in this context, that the EEAS support civil society organisations that promote respect for IHL by state and non-state actors; urges, moreover, that the EU actively use all instruments at its disposal to enhance compliance of state and non-state actors with IHL; calls for the EU and its Member States to contribute to the ongoing Switzerland/International Committee of the Red Cross initiative on strengthening compliance with IHL;

4. suggère, dans ce contexte, que la Commission envisage la création, conformément au paragraphe 17 de la résolution n° 2199 du Conseil de sécurité des Nations unies du 12 février 2015, d'un service transversal chargé de la prévention et de la lutte contre le commerce illicite de biens culturels, doté d'une unité spécialement consacrée aux pièces du patrimoine culturel sorties illégalement d'Iraq depuis le le 6 août 1990 et de Syrie depuis le 15 mars 2011; suggère également que ce service définisse une stratégie coordonnée de lutte contre ce commerce illicite en collaboration avec les responsables nationaux des services d'enquête et en étroite collaboration avec l'Unesco et d'autres organisations internationales comme le Conseil international des musées (ICOM), le comité international du bouclier bleu de l'ICOM (ICBS), Europol, Interpol, l'Institut international pour l'unification du droit privé (Unidroit), l'Organisation mondiale des douanes (OMD), le Conseil international des monuments et des sites (ICOMOS) et le Centre international d'études pour la conservation et la restauration des biens culturels (ICCROM);
4. Suggests, in this context, that the Commission envisage creating, in line with paragraph 17 of UN Security Council Resolution 2199 of 12 February 2015, a cross-cutting department which would be in charge of the prevention of and the fight against illicit trade in cultural artefacts, with a unit dedicated specifically to items of cultural heritage illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011; suggests also that this department should devise a coordinated approach to combating that illegal trade, working together with those responsible at national level in the investigation services and in close cooperation with UNESCO and other international organisations, such as ICOM (International Council of Museums), the ICOM’s International Committee of the Blue Shield (ICBS), Europol, Interpol, UNIDROIT (International Institute for the Unification of Private Law), WCO (World Customs Organisation), ICOMOS (International Council on Monuments and Sites) and ICCROM (International Centre for the Study of the Preservation and Restoration of Cultural Property);

Le Comité réaffirme les positions adoptées par le groupe consultatif interne (GCI) de l’Union européenne , et notamment la recommandation que la Commission européenne devrait engager des consultations avec le gouvernement coréen concernant la mise en œuvre de ses engagements en matière de liberté d’association et de négociation collective.
The Committee reiterates the positions taken by the EU Domestic Advisory Group (DAG) , notably that the European Commission should open consultations with the Korean government about the implementation of its commitments on freedom of association and collective bargaining.

En particulier, elle continuera à encourager la Chine à mobiliser ses ressources diplomatiques et autres pour œuvrer à la sécurité internationale - et notamment à s'engager en ce qui concerne la République populaire démocratique de Corée, l'Afghanistan et la Syrie -, à contribuer à la paix et à la sécurité dans le voisinage de l'UE, dans le respect du droit international; à garantir la liberté de navigation et de survol dans les mers de Chine méridionale et orientale et à régler les différends de manière pacifique, sur la base de l'état de droit. L'Union européenne continuera à rechercher des points de convergence avec la Chine sur les questions du désarmement, de la non-prolifération, de la lutte contre le terrorisme et du cyberespace et à œuvrer avec la Chine au soutien des opérations de renforcement des capacités et de maintien de la paix sur le continent africain.
In particular, it will continue to encourage China to mobilise its diplomatic and other resources to support international security, including engagement on the Democratic People's Republic of Korea, Afghanistan and Syria; contribute to peace and security in the EU's neighbourhood in line with international law; ensure freedom of navigation and overflight in the East and South China Seas; settle disputes peacefully and in accordance with the rule of law; seek common ground with China on disarmament, non-proliferation, counter-terrorism and cyberspace; and work with China to support capacity-building and peacekeeping operations on the African continent.
