Sarkis Assadourian propose, Que, Attendu que le Comité permanent des affaires étrangères et du commerce international a décidé de renvoyer au Sous-comité des droits de la personne, pour un examen complet et un compte rendu, la question de la mise en rapport des droits humains et du commerce; Et attendu que j’ai proposé au Comité une résolution concernant la vente de réacteurs Candu à la Turquie; Et attendu que la question des droits humains est inextricablement liée à la sécurité et à la stabilité politique de l’ensemble de la région, notamment en ce qui a trait au mauvais traitement traditionnel des minorités et aux relations entre voisins dans la région — Turquie, Irak, Arménie, Chypre, Syrie et Grèce; Et attendu que toutes ces questions intéressent directement les Canadiens ainsi que nos amis et alliés de l’Union européenne et de l’OTAN et qu’elles devraient être traitées d’une façon cohérente dans notre politique étrangère; Il est résolu que la motion dont j’ai donné avis le 10 février soit déposée afin que la question soulevée à cet égard puisse être discutée dans le cadre des travaux du Sous-comité et devienne l’objet de recommandations dans le rapport qui sera préparé par le Sous-comité. Un débat s’ensuit.
Sarkis Assadourian moved, That whereas the Standing Committee on Foreign Affairs and International Trade has decided to refer the issue of the linkage between human rights and trade to the Human Rights Sub-Committee for a full examination and report; And whereas I have proposed a resolution to the Committee concerning the sale of Candu reactors to Turkey; And whereas the issue of human rights is inextricably linked to the security and political stability of the region as a whole, particularly in relation to the historic mistreatment of minorities, in addition to the relationship between neighbours in the region - Turkey, Iraq, Armenia, Cyprus, Syria and Greece; And whereas all these issues are of direct concern to Canadians and to our friends and allies in the European Union and NATO and should be addressed in a coherent fashion in our foreign policy; Be it resolved that the motion for which I gave notice on Feb. 10 be tabled in order to permit the issue raised therein to be discussed as a part of the Sub-Committee's work and to be the subject matter of recommendations of the report to be prepared by the Sub-Committee.

Par ailleurs, le sous-ministre adjoint du MAECI pour l’Amérique du Nord et les affaires consulaires, Peter Boehm, a informé le Comité des difficultés rencontrées pour installer temporairement les évacués canadiens à Chypre et en Turquie avant de les ramener au Canada : « Le Canada n’a pas de présence diplomatique à Chypre mais seulement un consulat honoraire; il a été extrêmement difficile de créer quelque chose à partir de rien dans un délai très bref([39]) ».
Moreover, DFAIT’s Assistant Deputy Minister for North America and Consular Affairs, Peter Boehm, informed the Committee of the challenges involved in relocating Canadian evacuees to points in Cyprus and Turkey before their return to Canada.

Le Comité a entendu des témoignages probants sur la coopération entre le gouvernement canadien et les gouvernements de Turquie et de Chypre, et la facilité avec laquelle les représentants du Canada ont pu établir des zones d’accueil dans ces pays pour les Canadiens en route vers le Canada.
The Committee heard compelling testimony of the cooperation between the Government of Canada and the governments in Turkey and Cyprus and the ease with which Canadian officials were able to establish reception areas for Canadians in those countries on their return route to Canada.

Mr. John Cannis (Scarborough Centre, Lib.): Mr. Speaker, I, along with the Canada-Cyprus parliamentary friendship group, today had the opportunity and the pleasure of welcoming to the Hill His Excellency the Ambassador of Cyprus to the United States and High Commissioner of Cyprus to Canada, Mr. Evriviades, along with His Excellency the Consul General Mr. Vryonides, along with Mr. Sophocleous, the President of the Canadian Justice Committee for Cyprus.
