(11 bis) Afin de fournir un cadre de mise en œuvre détaillé mais flexible, la Commission devrait être habilitée à adopter, conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne, des actes délégués en ce qui concerne la révision des objectifs opérationnels et l'affectation générale des fonds, l'adoption d'indicateurs de performance clés, le choix des actions éligibles, l'établissement des critères permettant de définir les États membres vulnérables et à haut risque pour ce qui est du cofinancement ainsi que la mise à jour ou la révision des plans pluriannuels établis conformément au présent règlement.
(11 a) In order to provide for a detailed but flexible framework for implementation, the power to adopt delegated acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the revision of the operational objectives and general allocation of funds, the adoption of key performance indicators and the eligible actions, the establishment of criteria defining vulnerable and high-risk Member States for co-financing, and the updating or revision of the multiannual plans established pursuant to this Regulation.

15. observe que, conformément au plan d'audit stratégique pour la période 2012-2014 approuvé le 3 novembre 2011 par le comité directeur de l'entreprise commune, le service d'audit interne (IAS) de la Commission a réalisé une mission d'assurance relative à la gestion des projets et l'établissement de rapports sur la performance opérationnelle; souligne que le rapport définitif daté du 30 janvier 2014 contient, à l'intention de l'entreprise commune, des recommandations tendant à l'amélioration des systèmes de suivi des résultats opérationnels – révision de la définition et de la communication des objectifs ainsi que des indicateurs clés de performance –, au renforcement du suivi de projet et à l'amélioration des systèmes informatiques en vue d'optimiser la communication d'informations;

Notes that in accordance with the strategic audit plan for 2012-2014 approved by the Joint Undertaking's Governing Board on 3 November 2011, the Commission's Internal Audit Service (IAS) performed an assurance engagement of project management and reporting on operational performance; points out that the final report which was dated 30 January 2014 includes recommendations regarding the Joint Undertaking's process of improving its monitoring systems on operational performance, such as reviewing the design and reporting of objectives and key performance indicators ("KPIs"), strengthening of the project monitoring and improving the IT systems to enhance reporting;

La valeur ajoutée de cette stratégie réside dans le fait que les États membres peuvent exploiter en commun les ressources financières existantes, en accordant une plus grande priorité aux projets stratégiques concernant la région du Danube, et mettre à profit le réexamen à mi-parcours des perspectives financières actuelles notamment pour réviser le programme opérationnel, afin d’accorder les ressources financières nécessaires aux projets qui font partie du plan d’action.
The added value thereof resides in the fact that the Member States are able to avail themselves jointly of existing funding, giving greater priority to strategic projects for the Danube region, and take advantage of the mid-term review of the Financial Perspective to review also the Operational Programmes, so as to earmark the funding necessary for projects forming part of the EUSDR Action Plan.

La valeur ajoutée de cette stratégie réside dans le fait que les États membres peuvent exploiter en commun les ressources financières existantes, en accordant une plus grande priorité aux projets stratégiques concernant la région du Danube, et mettre à profit le réexamen à mi-parcours des perspectives financières actuelles notamment pour réviser le programme opérationnel, afin d'accorder les ressources financières nécessaires aux projets qui font partie du plan d'action.
