Calls for the potential savings identified by the Joint Bureau and Committee on Budgets Working Group to be explored further in order to generate substantial organisational savings, such as the scope for interinstitutional cooperation arrangements between the Parliament, the European Economic and Social Committee and the Committee of the Regions, which reflects the will to strengthen the institutional, political and legislative role of the Parliament and the two advisory Committees; notes that restructuring the Committees’ Translation Service should improve their respective political core work and strengthen the new Research Service for Members; emphasises that according to this organisational reform, the Parliament can become the standard provider for the interpretation of these two Committees; supports the idea of offering interpretation capacities to other institutions during off-peak times;

9. se félicite de l'initiative prise par le Comité économique et social européen de doter son secrétariat d'un ensemble d'indicateurs d'activités et de résultats, qui constitue un instrument de gestion pour les services compétents et améliore la transparence; engage le Comité économique et social européen à élaborer d'autres indicateurs et à utiliser ceux qui existent pour mettre en lumière aussi les tendances à moyen et à long termes (de cinq à dix ans);
9. Welcomes the initiative by the EESC to develop a set of Key Activity and Performance Indicators (KAPIs) within its secretariat, which thus serve as a management tool for the competent services as well as improving transparency; encourages the EESC to further develop new indicators and use existing ones to show trends in the medium or longer term (five to ten years) as well;

Considers that Members must be given access to quality services in order to be able to perform their duties on an equal footing; stresses, therefore, the importance of equal treatment of Members of all nationalities and languages in terms of possibility for them to carry out the duties and political activity incumbent upon them in their own language if they so choose; finds, for instance, the absence of interpretation in committee meetings to be unacceptable; believes that the principle of sound financial management needs to apply to interpretation and translation as well;

Notes that the existing EU Civil Protection Mechanism, as defined in Council Decision 2007/779/EC, is currently the appropriate instrument to deal with CBRN disasters, and stresses that this structure should be the forum where emergency decisions concerning CBRN disaster preparedness and response should be taken; notes, however, that in order to achieve this goal and to ensure proper prevention and detection, cooperation must be established with civil protection bodies, with the intelligence and law-enforcement authorities, as well as with security-service, military information and response centres in each of the Member States and at EU level, such as the Civilian Planning and Conduct Capability (CPCC) of the Political and Security Committee (PSC) and the Joint Situation Centre (SitCen); recalls, further, the role of the Standing Committee on Operational Cooperation on Internal Security (COSI), which is tasked with facilitating, promoting and strengthening operational cooperation among the relevant national authorities of the Member States in the field of internal security;

11. accueille aussi favorablement le suivi concernant le système de gestion et de contrôle au sein des propres services, qui a confirmé que des contrôles annuels ex post ont été effectués par échantillonnage pendant plusieurs années, y compris en 2008, et le suivi concernant la question des services de gestion et de contrôle au sein des services conjoints Comité économique et social européen / CdR, qui a démontré qu'en découplant plusieurs services, les systèmes de gestion et de contrôle des deux comités se sont améliorés, en s'assurant que l'un des deux comités a toujours l'entière responsabilité d'une dépense particulière, rendant ainsi possible l'entière responsabilité financière et opérationnelle;

In its communication of 15 November 2005 to the Council, the European Parliament, the European Economic and Social Committee and the Committee of the Regions entitled ‘Extending the tasks of the European Aviation Safety Agency — an agenda for 2010’, the Commission announced its intention to progressively extend the tasks of the European Aviation Safety Agency (the Agency), with a view towards a ‘total system approach’, to aerodrome/airport safety and interoperability, air navigation services (ANS) and air traffic management (ATM).

With respect to the administrative side of reviewing the investigation function, the Commission endorses the proposal by the Supervisory Committee to set up a registry within the Office to generate more rigorous management and greater transparency.

Notes that the conclusions of the ROME-PE (Operational Directory of Jobs) study could have significant implications for Parliament's human resources management; instructs its Committee on Budgets to examine the possible budgetary implications of this study and submit its findings to the Bureau, with a view to examining which measures can already be taken in the 2003 Budget; recognises the need to further improve the allocation of resources for better service to Members;

The evaluation relied on multiple methods of investigation, namely desk research, online surveys, interviews, a focus group meeting with the members of the IDABC management committee as well as case studies, involving a broad range of stakeholders, in all close to 300 representatives of sectoral committees, the IDABC management committee and EU services.
