20. se félicite de l'harmonie entre les religions et du climat général de tolérance religieuse et de bonnes relations interethniques dans le pays; demande aux autorités compétentes de continuer à améliorer le climat d'inclusion et de tolérance pour toutes les minorités du pays; invite le gouvernement à adopter, à l'issue d'un large processus de consultation, une loi générale sur les minorités afin de combler les failles juridiques, conformément aux recommandations du Comité consultatif de la convention-cadre pour la protection des minorités nationales du Conseil de l'Europe, ainsi qu'à appliquer avec succès la loi sur la protection contre les discriminations et à bâtir une solide jurisprudence antidiscriminations; salue la contribution du commissaire à la protection contre les discriminations dans la lutte contre les discriminations, notamment fondées sur le genre, en particulier en matière d'emploi, d'éducation et d'accès aux services sociaux; préconise l'adoption d'autres mesures visant à améliorer les conditions de vie des Roms en leur facilitant l'inscription sur les listes électorales ainsi que l'accès au logement, à l'éducation, à l'emploi et aux services sociaux et de santé; souligne que les conditions de vie de la population rom doivent être améliorées via une meilleure coordination entre le gouvernement central et les gouvernement locaux, et par la coopération entre ministères;

Commends the religious harmony and the climate of religious tolerance and overall good inter-ethnic relations in the country; calls on the competent authorities to continue improving the climate of inclusion and tolerance for all minorities in the country; urges the government to adopt, following a broad consultation process, a comprehensive law on minorities to remedy existing legal gaps in line with the recommendations of the Advisory Committee of the Council of Europe Framework Convention on National Minorities, and to efficiently implement the Law on Protection from Discrimination and build solid anti-discrimination case-law; commends the contribution of the Commissioner for Protection from Discrimination to fighting discrimination, including on grounds of gender, especially in employment, education and access to social services; encourages further steps to improve the living conditions of Roma by improving their access to registration, housing, education, the labour market and social and healthcare services; stresses that the living conditions of Roma also need to be improved via better coordination between central and local government and interministerial cooperation;

Within the impact adaptation area, for example, there is some circumpolar coordination taking place at the present time with a program on the Arctic climate impact assessment, which in fact is being supported by the Arctic Council's International Arctic Science Committee.

In its Communication of April 2009 entitled ‘Towards a better targeting of the aid to farmers in areas with natural handicaps’, the European Commission reported that, under the co-ordination of the Joint Research Centre, an expert panel had identified eight soil and climate criteria that could be used to determine land with severe limitations for agriculture production.

Tuesday, at the Standing Committee on the Environment and Sustainable Development, we heard from a prominent climate expert who is a professor at the Université du Québec à Chicoutimi. He told us, and I quote:

33. demande que le Conseil économique et social (ECOSOC) soit amélioré, que le nombre de ses membres soit radicalement réduit et que ses pouvoirs de décision soient renforcés, afin d'en faire l'équivalent du Conseil de sécurité pour tout ce qui touche à l'économie, aux finances, au développement, aux biotechnologies, aux systèmes de communication, à l'éthique ainsi qu'aux menaces à l'encontre du climat et du biotope; préconise d'instituer un mécanisme de consultation étroit et permanent entre un ECOSOC réformé et les institutions de Bretton Woods ainsi que l'Organisation mondiale du commerce (OMC), de façon que l'ECOSOC évalue effectivement les progrès accomplis dans la réalisation de l'agenda de l'ONU pour le développement et devienne une instance de la coopération pour le développement au plus haut niveau; préconise d'améliorer le mécanisme de coordination entre les différentes agences opérant sous l'égide de l'ECOSOC; soutient la proposition tendant à instituer un Forum biennal de haut niveau sur la coopération au développement ainsi qu'un comité exécutif de l'ECOSOC;

Calls for the upgrading of the Economic and Social Council (ECOSOC), a drastic reduction in the number of its members and reinforcement of its decision-making powers in order to transform this body into the equivalent of the Security Council in areas dealing with economic matters, finance, development, biotechnology, communication systems, ethics, and threats to the climate and the biotope; calls for the establishment of a close and permanent consultation mechanism between a reformed ECOSOC and the Bretton Woods Institutions as well as the World Trade Organisation (WTO), enabling ECOSOC effectively to assess progress on the UN development agenda and to serve as a high-level development cooperation forum; calls for a better coordination mechanism between the various United Nations agencies operating under the aegis of ECOSOC; supports the proposed biennial high-level Development Cooperation Forum and the establishment of an ECOSOC Executive Committee;

OTHER DECISIONS (adopted unanimously without debate unless otherwise stated) Relations with the former USSR - International Science and Technology Centre (ISTC) : Statute and administrative documents The Council approved the following documents as a Community position: - the Statute of the ISTC; - the criteria for project evaluation; - the rules of procedure of the Governing Board; - the setting-up of the Co-ordination Committee; - the procedures for the accession of new members to the Centre, and - the procedures for requesting representation on the Governing Board; The Council authorized the members representing the Community on the ISTC Governing Board in due course to agree to any minor amendments to the Statute, and to take part in defining the criteria for admitting new members to the Governing Board, on the basis of the guidelines entitled "ISTC Board membership - Community position" provided by the Commission.

He has considerable experience in international science and has served Canada through his affiliation with the science committee of the North Atlantic Treaty Organisation, NATO, the International Institute for Applied Systems Analysis, the UN Economic Commission for Europe, UNECE, senior advisors on science and technology, UN Framework Convention on Climate Change, the Scientific Steering Committee for the Global Change System for Analysis, Research and Training, START, program, as co-chair for the Canada-Germany Science and Technology Agreement, and with the bureau of the Intergovernmental Panel on Climate Change, IPCC.
