Welcomes the fact that work has begun in the United Nations on achieving a uniform standard of conduct for all categories of personnel involved in peacekeeping missions; notes that the Task Force Plan of Action outlines the requirement that a set of six core principles be incorporated into all codes of conduct of the Inter-Agency Standing Committee, including a principle prohibiting sexual activity with persons under the age of 18, regardless of the age of majority or age of consent applying locally; welcomes the fact that this code of conduct now applies to all United Nations peacekeeping and humanitarian personnel; welcomes the creation of personal conduct units within the United Nations Missions in Burundi, Cote d'Ivoire, the Democratic Republic of the Congo and Haiti to investigate allegations and to assist victims; expects full implementation of the code of conduct in all United Nations Missions, including where appropriate the enforcement of criminal sanctions against those personnel proved to have raped or sexually exploited children;

6. demande que l'éducation et la formation à la gestion de l'énergie et de l'eau fassent l'objet d'une action sous-sectorielle clairement identifiée assortie d'un calendrier de réalisation dans les programmes d'éducation et de formation des pays en développement afin de créer les conditions favorables à un développement économique et social durable grâce à la formation de personnel qualifié autochtone;
6. Calls for education and training in energy and water management to be the subject of a clearly identified sub-sectoral measure accompanied by an implementation timetable in the education and training programmes of the developing countries, in order to create conditions favourable to sustainable economic and social development by training qualified indigenous staff;

7. accueille favorablement la proposition de la Commission d'instituer, par un accord interinstitutionnel, un comité des normes régissant la vie publique; insiste sur le fait qu'un tel comité ne devrait avoir qu'un rôle purement consultatif et que sa composition devrait être soumise à l'approbation du Parlement européen, qu'il devrait jouer un rôle différent vis-à-vis des différentes composantes des institutions et que, notamment, il y aurait lieu de garantir l'indépendance des députés au Parlement et celle de ce dernier en tant qu'institution; prend également acte de l'élaboration des codes sectoriels, comme le code d'éthique pour le personnel du service indépendant d'audit interne - SAI (voir action 68); insiste pour que la prolifération des codes n'aboutisse pas à une confusion et à un manque de clarté des règles applicables, et souligne l'importance de la cohérence de ces codes avec les dispositions statutaires (voir actions 55 et 56);
7. Welcomes the Commission's proposal to establish, by means of an interinstitutional agreement, a committee on standards in public life; considers that such a committee should have a purely advisory role, and that its membership should be subject to approval by the European Parliament; considers that this committee should play a different role towards different groups within the institutions, and that, in particular, the independence of Members of the European Parliament and Parliament as an institution must be guaranteed; also takes note of the introduction of sectoral codes, such as the code of ethics for staff in the Internal Audit Service (IAS) (see Action 68); stresses that this proliferation of codes should not result in confusion and lack of clarity as regards the rules in force and stresses the importance of ensuring that these codes are consistent with staff regulations (see Actions 55 and 56);
