Le comité consultatif approuve le projet de décision de la Commission européenne en ce qui concerne la conclusion selon laquelle les accords entre les destinataires étaient susceptibles d’avoir un effet sensible sur les échanges entre les États membres de l’Union européenne et entre les parties contractantes de l’Espace économique européen.
The Advisory Committee agrees with the European Commission’s draft Decision as regards the conclusion that the agreements between the addressees were capable of having an appreciable effect upon trade between EU Member States and between Contracting Parties of the EEA-Agreement.

16. Notes that, from June 2010 until April 2011, the Executive Director of the Agency was a trustee and a member of the International Advisory Board of Earthwatch - an international environmental charity engaging people in scientific field research and education - and was reported to be a member of the European Advisory Board of Worldwatch Europe; acknowledges that, in accordance with the Executive Director's statement, she stepped down from her positions in Earthwatch in April 2011 following advice from the President of the Court of Auditors in the context of a possible conflict of interests;

The Advisory Committee agrees with the Commission’s assessment in its draft decision as communicated to the Advisory Committee on 11 April 2014 under Article 102 of the Treaty on the Functioning of the European Union and Article 54 of the EEA Agreement.

7. propose aux parties concernées, afin de pleinement mettre en œuvre les normes élevées en matière de droits de l'homme qu'impose l'accord commercial et au respect desquelles les gouvernements andins et l'Union européenne se sont engagés, de créer sans tarder un groupe consultatif interne spécialement consacré aux droits de l'homme et aux principes démocratiques, de manière à ce que celui-ci accompagne et suive la mise en œuvre de l'accord en question ou d'autres accords commerciaux en tant qu'organe consultatif interne efficace auprès des services nationaux qui participent au comité du commerce visé par l'accord, en utilisant, pour modèle de fonctionnement, le cadre juridique prévu dans l'accord pour la participation de la société civile au sous-comité "commerce et développement durable"; invite les parties à l'accord commercial à garantir à ces groupes consultatifs internes le même niveau d'implication contraignante de la société civile que dans l'accord de libre-échange avec la Corée du Sud, y compris au travers d’un mécanisme de recours officiel et institutionnalisé; invite en outre toutes les parties à assurer l'indépendance pleine et entière de ces groupes, y compris en ce qui concerne le choix de leur propre composition;

In order to fully accomplish the high standards of human rights set out in the Trade Agreement, to which both the Andean governments and the European Union are committed, suggests that the parties involved swiftly establish a dedicated domestic advisory group (DAG) on human rights and democratic principles, which should accompany and monitor the implementation of this or other Trade Agreements and work as an effective internal consultation body to the domestic offices that participate in the Committee on Trade of the Trade Agreement, using as a model for its operation the legal framework envisaged in the Trade Agreement for the participation of civil society in the Subcommittee on Trade and Sustainable Development; calls on the parties to the Trade Agreement to guarantee these DAGs the same level of binding involvement for civil society as in the Free Trade Agreement with South Korea, including a formalised and institutionalised complaint mechanism; calls on the parties, furthermore, to ensure the full independence of the DAGs, including as regards their own choice of members of the DAGs;

La Commission est prête à unir ses force à celles de l’OMS afin de contribuer à la mise en place d'un comité consultatif international composé d'experts impartiaux apportant un soutien technique, scientifique et stratégique aux autorités de réglementation des pays partenaires.
The EC is ready to join forces with WHO to help set up an international advisory committee of impartial experts to provide technical, scientific and policy support for partner country regulatory agencies.

(6) Au vu des tâches qui incombent au comité consultatif de la pêche et de l’aquaculture, qui a été renouvelé en vertu de la décision 1999/478/CE de la Commission et qui se compose de représentants d’un vaste ensemble d’organisations et d’acteurs européens, il convient de coordonner les travaux des conseils consultatifs régionaux et ceux du comité consultatif de la pêche et de l’aquaculture, auquel ils doivent également transmettre leurs rapports. En outre, des échanges réguliers d'informations devraient se dérouler entre les conseils consultatifs régionaux et les organes nationaux, ainsi que le Conseil international pour l'exploration de la mer.
(6) In view of the tasks of the Advisory Committee on Fisheries and Aquaculture renewed by Commission Decision 1999/478/EC 4 , which is composed of representatives of a wide range of European organisations and interests, the work of the Regional Advisory Councils should be coordinated with that of the Advisory Committee on Fisheries and Aquaculture, to which it should also send its reports; furthermore there should be a regular exchange of information between RACS and national bodies as well as with ICES.
