3. The Commission shall examine the situation, on the basis in particular of the latest quarterly data referred to in Article 5 of Council Regulation (EEC) No 3916/90 of 21 December 1990 on measures to be taken in the event of a crisis in the market in the carriage of goods by road and, after consulting the Advisory Committee set up by Article 5 of that Regulation, shall decide within one month of receipt of the relevant Member State's request whether or not safeguard measures are necessary and shall adopt them if they are necessary.
