A ce propos, on peut envisager un conseil exécutif restreint et un comité consultatif. Le comité consultatif serait un comité d'experts indépendants, désignés par le conseil d'administration sur base de critères prédéterminés et transparents, qui serait chargé d'élaborer concrétement les avis techniques et scientifiques, dans un cadre juridique qui préserve de manière appropriée l'autonomie de ses appréciations.
The advisory committee would be made up of independent experts appointed by the administrative board in accordance with predetermined and transparent criteria and would be responsible for drawing up technical and scientific opinions within a legal framework which would duly safeguard its powers of independent judgement.

Criticises the lack of transparency with regard to the composition and work of the Commission’s internal advisory committee on public procurement (ACPP) and the role and competencies of the Advisory Committee on the Opening-Up of Public Procurement (CCO), and calls on the Commission to take steps to ensure that the composition of both this committee and the planned new advisory committee on public-private partnerships is balanced, including trade unionists and representatives of the business community, in particular SMEs, and that they work in a transparent manner; demands that the European Parliament be kept properly informed and receive all the available information at every stage and at the end of the process;
