En vertu de l'article 2, paragraphe 6, point a), de ladite annexe III, le Comité des ambassadeurs ACP-UE est nommé en qualité d'autorité de tutelle du CDE et est chargé, entre autres, de fixer les statuts du CDE adoptés par la décision no 8/2005 du Comité des ambassadeurs ACP-CE (ci-après dénommés «statuts du CDE»).

Is particularly concerned about the need to curb food price volatility; urges the Commission to present the European Parliament with an independent impact assessment on the challenges posed to both consumers and producers by this trend and to suggest measures to improve supply chain and storage facilities to avoid waste during production and transportation to markets and look into the impact of low interest rates on commodity markets; calls on the Commission to design a specific EU Commodity Futures Trading Committee, following the US model, to draw up stricter regulations on commodities trading and global standards for clearing contracts, including a competence to set individual and aggregated position limits on all commodity futures exchanges;

Dans le cadre de la fixation des possibilités de pêche et conformément à l’article 11 du règlement (CE) no 1342/2008 du Conseil du 18 décembre 2008 établissant un plan à long terme pour les stocks de cabillaud et les pêcheries exploitant ces stocks (4), le Conseil peut, sur la base des informations fournies par les États membres et évaluées par le comité scientifique, technique et économique de la pêche (CSTEP), exclure certains groupes de navires de l’application du régime de gestion de l’effort de pêche établi dans ledit règlement, à condition que des données appropriées sur les captures et rejets de cabillaud des navires concernés soient disponibles, que les captures de cabillaud ne représentent pas plus de 1,5 % du total des captures pour chaque groupe de navires concerné et que l’inclusion de ces groupes de navires dans le régime de gestion de l’effort de pêche constitue une charge administrative disproportionnée par rapport à l’impact global sur les stocks de cabillaud.
Within the context of establishing fishing opportunities and in accordance with Article 11 of Council Regulation (EC) No 1342/2008 of 18 December 2008 establishing a long-term plan for cod stocks and the fisheries exploiting those stocks (4), the Council may, on the basis of information provided by Member States and assessed by the Scientific, Technical and Economic Committee for Fisheries (STECF), exclude certain groups of vessels from the fishing effort regime established in that Regulation, provided that appropriate data is available on cod catches and discards of the vessels concerned, that the percentage of cod catches does not exceed 1,5 % of the total catches of the group of vessels and that the inclusion of the group in the effort regime would constitute an administrative burden disproportionate to its overall impact on cod stocks.

The second part of the proposed amendment addresses in a more direct way the concerns raised by the Standing Joint Committee for the Scrutiny of Regulations. That committee argued that the wording of the subject of this act and the regulations in subsection 4(1) of the act restricts the ability of the minister to use sections 23 and 24 of the Parks Canada Agency Act to set fees in national parks.
