La décision BCE/2013/28 du 29 août 2013 concernant les parts exprimées en pourcentage des banques centrales nationales dans la clé de répartition pour la souscription au capital de la Banque centrale européenne (1) prévoit l’adaptation de la clé de répartition pour la souscription au capital de la Banque centrale européenne (BCE) (ci-après la «clé de répartition du capital») conformément à l’article 29.3 des statuts du Système européen de banques centrales et de la Banque centrale européenne et établit, avec effet au 1er janvier 2014, de nouvelles pondérations attribuées à chaque banque centrale nationale (BCN) dans la clé adaptée de répartition du capital (ci-après les «pondérations dans la clé de répartition du capital»).
Decision ECB/2013/28 of 29 August 2013 on the national central banks’ percentage shares in the key for subscription to the European Central Bank’s capital (1) provides for the adjustment of the key for subscription to the capital of the European Central Bank (ECB) (hereinafter ‘capital key’) in accordance with Article 29.3 of the Statute of the European System of Central Banks and of the European Central Bank and establishes, with effect from 1 January 2014, new weightings assigned to each national central bank (NCB) in the adjusted capital key (hereinafter the ‘capital key weightings’).

Pursuant to Article 29.1 of the Statute of the ESCB, each central bank which is a member of the European System of Central Banks is assigned a weighting in the key for subscription to the ECB’s capital, as laid down by Decision ECB/2008/23 of 12 December 2008 on the national central banks’ percentage shares in the key for subscription to the European Central Bank’s capital (3); this weighting is based on the population and gross domestic product of each Member State and governs the contributions to the ECB’s capital, the transfers of the NCBs’ foreign reserve assets to the ECB, the monetary income allocation of the NCBs, and the distribution of profits and sharing of losses of the ECB.

In order to respect traditional patterns of imports of quantities of the tariff quota covered by the concessions set out in Schedule CXL (European Communities) referred to in Article 1 of Council Regulation (EC) No 1095/96 of 18 June 1996, on the implementation of the concessions set out in Schedule CXL drawn up in the wake of the conclusion of the GATT XXIV. 6 negotiations , steps should be taken to allocate the quota of 96 801 tonnes among countries of origin from 1 July 2006 using the same distribution key as before.
