(118) Afin de garantir la réalisation des objectifs énoncés dans les considérants 115, 116 et 117 du présent règlement, il convient de conférer à la Commission le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne en ce qui concerne les règles relatives au contenu, aux obligations d’information, aux dérogations aux exigences de certification zoosanitaire, aux règles spécifiques en matière de certification et aux obligations incombant aux vétérinaires officiels de procéder aux vérifications nécessaires avant de signer un certificat zoosanitaire.
(118) In order to ensure the achievement of the objectives referred to in recitals 115, 116 and 117 of this Regulation the powers to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission, concerning rules on the content, information obligations, and derogations from the animal health certification requirements, specific certification rules and the obligations of official veterinarians to conduct appropriate checks before the signing the animal health certificate.

Par dérogation aux obligations en matière de certification zoosanitaire prévues aux articles 208 et 209, les États membres peuvent accorder des dérogations pour les mouvements de certains envois d’animaux aquatiques sans certificat zoosanitaire sur leur territoire, pour autant qu’ils disposent d’un autre système garantissant la traçabilité de ces envois et leur conformité aux exigences zoosanitaires applicables à de tels mouvements prévues aux sections 1 à 5.
By way of derogation from the animal health certification requirements of Articles 208 and 209 Member States may grant derogations for movements of certain consignments of aquatic animals without an animal health certificate within their territories provided that they have an alternative system in place to ensure that such consignments are traceable and they comply with the animal health requirements for such movement provided for in Sections 1 to 5.

(120) Afin de garantir des conditions uniformes de mise en œuvre des dispositions établies par le présent règlement relatives à la certification zoosanitaire et à la notification des mouvements, il convient de conférer à la Commission des compétences d’exécution pour fixer les règles concernant les modèles de certificats zoosanitaires, les documents d’autodéclaration, ainsi que les formats et délais de notification des mouvements pour les animaux terrestres et aquatiques, les produits germinaux et, le cas échéant, les produits d’origine animale.
(120) In order to ensure uniform conditions for the implementation of the rules laid down in this Regulation on animal health certification and movement notification, implementing powers should be conferred on the Commission to lay down rules concerning the model animal health certificates, self-declaration documents, formats and deadlines for movement notification for both terrestrial and aquatic animals, germinal products and where also relevant, products of animal origin.

Le règlement (CE) no 1251/2008 de la Commission du 12 décembre 2008 portant application de la directive 2006/88/CE du Conseil en ce qui concerne les conditions et les exigences de certification applicables à la mise sur le marché et à l’importation dans la Communauté d’animaux d’aquaculture et de produits issus de ces animaux et établissant une liste des espèces vectrices établit les conditions de police sanitaire et de certification zoosanitaire applicables aux importations dans l’Union de certains animaux d’aquaculture et de produits issus de ces animaux.

After the veterinary checks provided for in Directive 97/78/EC, and without prejudice to the conditions laid down in Article 8(4) of that Directive, raw materials for the production of gelatine for human consumption, for which animal health certification is required, must be transported directly to the establishment at the place of destination.
